HAJAH MARLIYANA BINTI HAJI ABDULLAH FUNG
Director of Development and Work Services

Hajah Marliyana binti Haji Abdullah Fung was appointed as the Director of Development and Work Services (DDWS) of the Ministry of Defence on January 2015. As the Director, her responsibility lies in leading the organization and convey organizational direction, values, policy and strategic objectives. She oversees the administration and management of DDWS and is also responsible for managing and administering Mindef & RBAF infrastructure development projects.

Right after graduating, she was enlisted into DDWS, Mindef as an Engineer in January 1992. She was the project officer for the planning and implementation of a major project; RBAF Lumut Camp. In her 24 years of service, she served in several appointments within DDWS, Mindef. Prior to her appointment as Director, she held the appointment of Assistant Director for 8 years where she led the DDWS management team and achieved the certification of ISO 9001 Quality Management System in 2009. She also led a team for the production of Mindef and RBAF Infrastructure Guidelines, which was officially launched on 13 June 2013. To add, she was also a Facilitator of DDWS Kumpulan Kerja Cemerlang (KKC).

She was appointed as the Executive Engineer in 2001 for the Head of Maintenance Work Services Section (now known as the Estate Maintenance Section), being actively involved with the improvements of RBAF camps maintenance system and was the Head of DDWS KKC project.

Hajah Marliyana attended the Brunei Executive Development Programme in Mindef in collaboration with Lee Kuan Yew School of Public Policy, National University of Singapore in 2008.

She received her secondary and pre-university education at Maktab Sains Paduka Seri Begawan Sultan. In 1988, she was awarded with a Government Scholarship to study Civil Engineering at the University of Leeds, England where she graduated with a Bachelor of Engineering with Honours in 1991. She is a Chartered Civil Engineer and attained membership to the Institution of Civil Engineers, UK on December 1998. She is also a member of Chartered Management Institute, UK since October 2015.

She has been conferred with State Decorations and Awards which include Pingat Indah Kerja Baik (P.I.K.B) for work merit, The Most Blessed Order of Setia Negara Brunei 4th Class (P.S.B) and Long Service Medal (P.K.L)

She is married to Haji Idris bin Haji Mohd Ali and has one son and two daughters. She enjoys travelling, cooking, piloxing, hi-lo toning and spending precious time with family.

BRIEF HISTORY
Before the Directorate of Development and Works Services (DDWS) was established in 1986, the Directorate was led by two main sections: Garrison Engineer (GE) and Project Liaison Officer (PLO). GE was responsible for maintaining all of RBAF estates, while PLO was responsible not only for planning but implementing new projects as well. After 1986, both sections were merged together to form the Directorate of Development and Work Services (DDWS).

To Develop High Quality Infrastructure and Optimal Maintenance of Ministry of Defence Estates
DDWS is committed to the above Vision and Mission by providing effective and efficient services to meet the requirements of all customers (internal and external) and stakeholders and to continually improve the effectiveness of its Quality Management System.

ROLES
Provision of effective service in:
•    Management and implementation of MINDEF projects
•    Maintenance management of MINDEF Estates
•    General administration of DDWS
•    Management of budget for DDWS
•    Management of research, information technology and system for DDWS

FUNCTIONS
•   Managing and implementation of National Development Plan (NDP) and Departmental projects required by MINDEF
•   Managing the maintenance of MINDEF estates including buildings and physical infrastructure

ORGANISATION STRUCTURE
DIRECTORATE OF DEVELOPMENT AND WORK SERVICES (DDWS)






OVERVIEW
The Directorate of Development and Works Services (DDWS) is one of the nine (9) Directorates within the Ministry of Defence under the authority of the Permanent Secretary and is directly under the Deputy Permanent Secretary (Technology and Development). The Directorate is headed by a Director and supported by 2 Assistant Directors.

The Directorate has three sections namely Administration, Finance and Research & IT Section, Development Project Section, and Estate Maintenance Section. The total number of staffs is 165 personnel.

Administration, Finance and Research & IT Section is responsible for managing:
1.    General administration and training.
2.    Budget, payment and project monitoring & documentation.
3.    Research and  IT infrastructure & system.

Development Project Section is responsible for:
1.    Planning and implementing MINDEF infrastructure projects.
2.    Designing and preparing project cost estimates for budget application.
3.    Preparing tender documents and contracts.
4.    Coordinating and monitoring of projects from inception to completion.
5.    Preparing and verifying payments.

Estate Maintenance Section is responsible for:
1.    Planning and maintenance of buildings, facilities and mechanical & electrical (M&E) equipments within MINDEF.
2.    Providing technical advice and services to MINDEF.
3.     Preparing tender documents and contracts, and supervising the projects related to maintenance and term contracts.
4.    Providing assistance in MINDEF activities and events.
5.     Equipment write-off.



 ACTIVITIES

DDWS BIDS FAREWELL TO THREE (3) VALUED OFFICERS

The Directorate of Development and Works Services held an appreciation and farewell breakfast on Saturday, the 27th April 2019 to commemorate the retirement of three (3) of our valued officers. Executive Engineer (Mechanical & Electrical) Abdul Shaib bin Hj Abdul Mumin, the previous Acting Executive Engineer Project, Mohd Sofian bin Morni and Quantity Surveyor, John Wong Chi Ming, retired early this year. As a token of appreciation and to send them off right, the Directorate pooled to present crystal plaques to the officers during their appreciation breakfast held at Seasons Restaurant, to thank them for their years of service. The Directorate wishes these officers luck with their future endeavours.




5th DDWS TEN PIN BOWLING TOURNAMENT 2019

The Directorate of Development and Work Services held their 5th DDWS Ten Pin Bowling Tournament on the 1st of March 2019. The two-day event was held at the Utama iBowl during the Friday afternoon MinDef sports sessions of the 1st of March 2019 and the 8th of March 2019. A total of 114 players spread over 17 teams – the highest turnout since the inaugural event in 2010. The last DDWS Ten Pin Bowling Tournament was held in 2017, hosted by the Estate Maintenance Section (EMS) Bolkiah.

The event brought together DDWS staff members stationed all over Brunei, from Lumut to Temburong, helping to foster a closer relationship among these colleagues that were regularly posted so far from each other. It provided an avenue of healthy competition as participants took to the lanes to practice before the tournament.

The tournament also provided an avenue of creativity as teams sought to win the prize for Best Dressed Team, which was ultimately won by the team, 7 Wonders. The prize for New Fashion Breakthrough was awarded to the team, Spinning Queens. The prize for Best Male Player was awarded to Ak Hj Khairus Syahidin bin Pg Hj Sasufidin while the prize for Best Female Player was awarded to Nur Hafidah bte Hj Mohd Said. The event culminated with the team, DA Strikers, walking home with the grand prize as the winning team for the 5th DDWS Ten Pin Bowling Tournament 2019.




DEPARTMENT OF CIVIL AVIATION VISIT TO DDWS HQ

The Department of Civil Aviation visited the Directorate of Development and Work Services on the 4th of March 2019.

The visitors were interested in studying the Directorate’s management system and techniques of the Facilities Management System currently being implemented in the Bolkiah Garrison. The nine (9) visitors, led by Executive Engineer, Pg Roslan Pg Haji Badaruddin, were greeted by Dk Roselawati binti Pg Hj Halus, the Assistant Director 2 of the Directorate who heads the Estate Maintenance Section.




BRUNEI POLYTECHNIC STUDY VISIT TO DEFENCE ACADEMY

Students undertaking their second year of study for a Diploma in Architecture conducted a study visit to the Defence Academy in Kg Tanah on the 24th of January 2019.

The students were interested in studying the design aspects of architecture at the Defence Academy and the RBAF Museum. The twenty (20) students, one (1) lecturer and three (3) Directorate of Development and Work Services (DDWS) attachment students visited the Parade Square, Surau, Ceremonial Hall, Auditorium, Library, Mess, Lecture Hall, Headquarters and Basic Obstacle Course of the Defence Academy. The visit was led by architect Pg Jefri bin Pg Tajuddin, who works with the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, 659 Major Hj Mohd Amin bin Awg Hj Mahmud.




ROYAL BRUNEI POLICE FORCE & DEPARTMENT OF DEVELOPMENT VISIT DEFENCE ACADEMY

Ten (10) personnel from the Royal Brunei Police Force (RBPF) and fifteen (15) personnel from the Department of Development (DoD), Public Works Department (PWD), Ministry of Development (MoD), visited the Defence Academy in Kg Tanah Jambu on the 15th of November 2018.

The visitors were interested in studying the Defence Academy as a model for a proposed new Police Academy for recruits and officers. They visited the Parade Square, Ceremonial Hall, Auditorium, Library, Mess, Accommodation Block, Lecture Hall, Headquarters and Basic Obstacle Course of the Defence Academy. The visit was led by Dyg Sabrina binti Hamidon, Assistant Director 1 of the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, 659 Major Hj Mohd Amin bin Awg Hj Mahmud.


BRUNEI POLYTECHNIC STUDY VISIT TO DEFENCE ACADEMY AND ROYAL BRUNEI ARMED FORCES MUSEUM

Students undertaking their final year of study for a Diploma in Architecture and a Diploma in Interior Design conducted a study visit the Defence Academy in Kg Tanah Jambu and the Royal Brunei Armed Forces (RBAF) Museum in Bolkiah Garrison on the 8th of October 2018.

The students were interested in studying the design aspects of architecture and interior design at the Defence Academy and the RBAF Museum. The forty-six (46) students and two (2) lecturers visited the Parade Square, Ceremonial Hall, Auditorium, Library, Mess, Accommodation Block, Lecture Hall and Headquarters of the Defence Academy, before making their way to Bolkiah Garrison to visit the RBAF Museum. The visit was led by architect Pg Jefri bin Pg Tajuddin, who works with the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, 659 Major Hj Mohd Amin bin Awg Hj Mahmud.

DDWS ISO 9001 QUALITY MANAGEMENT SYSTEM CERTIFICATION
The first certification of ISO 9001:2008 Standard Quality Management System was achieved by DDWS as early as 2009. The certification is awarded based on the management and implementation of MinDef projects, maintenance management of MinDef Estates, general administration and management of budget for DDWS. This multi-site certification applies to the DDWS HQ, Development Project Section, Estate Maintenance Section and its branches, as well as the Administration and Finance Section.

Meanwhile, the new certification of ISO 9001:2015 has just awarded in December 2017. This is based on the overall audit process and the outcome of the certification audit which concluded that DDWS has satisfactorily implemented standard requirements of ISO 9001:2015 and adopted process approach and risk based thinking in its quality management system. DDWS has established and maintained its management system in line with the requirements of the standard(s) and demonstrated the ability of the system to achieve requirements for products and/or services within the scope and the organization’s policy and objectives. The scope of certification includes: management of MinDef Infrastructure development projects; maintenance management of MinDef Estates; general administration of DDWS; management of budget for DDWS; and management of research, information technology and system for DDWS.
