DIRECTORATE OF DEFENCE POLICY Haji Adi Ihram bin Dato Paduka Haji Mahmud, assumed the appointment of Director for the Directorate of Defence Policy on 9 November 2017. He is actively involved in enhancing defence diplomacy at the bilateral and multilateral level and contributing to regional defence cooperation through various confidence building initiatives in the ASEAN Defence Ministers Meeting (ADMM) and ASEAN Defence Ministers Plus Meeting (ADMM-Plus). He is currently serving as the ASEAN Defence Senior Officials Meeting Working Group (ADSOM WG) Leader for Brunei Darussalam. Haji Adi has chaired various committees to foster bilateral defence cooperation, and is responsible for overseeing the signing of MOU’s across different countries so as to meet the defence needs of Brunei Darussalam. In 2016, Haji Adi co-chaired the ADMM Logistics Support Framework tabletop exercise in Bandar Seri Begawan, facilitated the adoption of the Standard Operating Procedure on establishing a Direct Communications Link (DCL) in the ADMM Process, and successfully negotiated the conclusion of the ADMM Establishment of Logistics Support Framework Manual. From the years 2014 to 2015, Haji Adi negotiated the adoption of Brunei Darussalam’s Concept Paper on Establishing a Direct Communications Link (DCL) in the ADMM Process in Kuala Lumpur, Malaysia; co-chaired the ADMM Workshops on the Establishment of Logistics Support Framework in Bandar Seri Begawan and the Brunei – United Kingdom Joint Defence Working Commission in Bandar Seri Begawan. He has further chaired four ADSOM WG meetings in Bandar Seri Begawan in 2013; co-chaired the ASEAN Regional Forum (ARF) Defence Dialogue in Shanghai, China. His track record extends to chairing the ARF Defence Dialogue in Bandar Seri Begawan, in 2013, co-chairing the Brunei – Australia Joint Defence Working Committee in Canberra, Australia and Bandar Seri Begawan, Brunei respectively in 2013, 2015 and 2016. He is also co-chair of the Brunei – U.S Joint Defence Working Committee that has held meetings in both Hawaii and Bandar Seri Begawan. Prior to 2014, he chaired the Defence White Paper Committee to develop the third defence white paper – ‘Defending the Nations Sovereignty: Expanding Roles and Wider Horizons’ in 2011. Before assuming the position of Acting Director of Defence Policy, Haji Adi was the Head of Legal Affairs Unit at the Permanent Secretary’s Office, Ministry of Defence from 2003 to 2011 where he played the role as the legal advisor for the Ministry of Defence. Haji Adi who is a legal graduate from the London School of Economics and Political Science, University of London, 1996, was awarded his professional certificate of legal practice from the Legal Profession Qualifying Board, Malaysia in 2006. He took responsibility for ensuring the conclusion of extensive defence and military procurement and service contracts working closely with the advise of the Attorney General Chambers. Haji Adi was born in 11 March 1972, is married to Susanna, and blessed with 3 daughters. His interests includes, horseback riding, scuba diving, mountaineering, jungle trekking, chess and reading. He has been conferred with State Decorations and Awards which include Pingat Indah Kerja Baik (P.I.K.B) for meritorious work and The Most Blessed Order of Setia Negara Brunei 4th Class (P.S.B) ***************************** HISTORY The Directorate of Defence Policy was formed in 1985. Formerly, it was known as the Directorate of Politics and Organization where it encompassed four main sections namely the Legal Section, Public Relations Section, Research Section and Administration section. In light of the expanding roles of the Directorate, , a decision was made to change the name to the Directorate of Defence Policy in 2004, in the aim for it to be more focused in its roles and to act as a centralised player/coordinator pertaining to defence policy matters for the Ministry of Defence. In the year 2002, the Public Relations section was transformed into a unit and transferred to Office of Permanent Secretary. DEFENCE COOPERATION The Ministry of Defence has been actively involved in regional cooperation especially through ASEAN meetings such as ADMM, ASEAN Working Group and ASEAN Regional Forum. On the multilateral level, cooperation is mainly at the United Nations and in support of its Security Council resolutions, relevant treaties, and conventions.
