ROYAL BRUNEI LAND FORCE COMMANDER

Brigadier General Haji Muhammad Haszaimi bin Bol Hassan joined the Royal Brunei Armed Forces in June 1993 and undergone officer training at the Officer Cadet School, New Zealand in 1994. Upon completion, he was promoted to Second Lieutenant where he served as an Infantry Platoon Commander at the 3rd Battalion Royal Brunei Land Force.

Throughout his career, he has held several command, staff and instructional appointments. His command and instructional positions vary from junior level as an Infantry Platoon Commander, Mortar Platoon Commander, Adjutant, Infantry Company Commander, Second-in-Command and Officer Commanding at the School of Infantry, Battalion Second-in-Command and Commanding Officer Infantry Battalion.

He was promoted to Lieutenant Colonel in 2010 and commanded 2nd Battalion Royal Brunei Land Force from 2009 and to 2011. He also served as an instructor at the Training Institute Royal Brunei Armed Forces, where he conducted various career and specialist courses for the RBAF personnel ranging from Junior Non-Commissioned Officers to Junior Commissioned Officers' courses up to the rank of Captain.

He held several key staff appointments including as the Military Assistant to the Deputy Minister of Defence in 2008 and also as the Military Assistant to the Commander of Royal Brunei Armed Forces in 2012. In the fields of training and education, Brigadier General Haji Muhammad Haszaimi has attended the Intermediate Staff Course (ISC) at the Australian Land Warfare Centre in 1999, the Australian Command and Staff Course (ACSC) at the Australian Defence College in 2007 and the Royal College of Defence Studies (RCDS) in the United Kingdom from 2012 to 2013. Upon his return to Brunei Darussalam, he was appointed as the Chief of Staff of the Royal Brunei Land Force in September 2013 and was later promoted to the rank of Colonel in May 2014. He was then appointed as Deputy Commander of Royal Brunei Land Force from 2014 to 2017 and as Commandant of Training Institute Royal Brunei Armed Forces in 2018.

He was promoted to Brigadier General on 24 July 2020 and took command as the Commander of Royal Brunei Land Force on 30 July 2020. Prior to his appointment he was Commandant of Defence Academy Royal Brunei Armed Forces from 2019 until 2020.

His other overseas career courses include Platoon Commander's Course and Mortar Officer's Course in 1997 at the School of Infantry in New Zealand, Company Tactic and Advanced Infantry Officer's Course in 2004 at the Singapore Armed Forces Training Institute (SAFTI) in the Republic of Singapore, Grade 2 Staff and Tactics' Course in 2006 at the Army Training Centre (PULADA) in Malaysia, Malaysian Joint Warfare Course in 2010 and successfully attended 8th Executive Development Programme MINDEF, Standford-NUS Executive Development in International Management in the Republic of Singapore in August 2015 and Senior Executives in National and International Security 2016 at the HARVARD Kennedy School, USA.

In 2005, Brigadier General Haji Muhammad Haszaimi was awarded The Excellent Service Medal (PIKB) and The Most Honourable Order of Seri Paduka Mahkota Brunei Third Class (SMB) in 2012 from His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam. In his free time, he enjoys reading and play golf.

Brigadier General Haji Muhammad Haszaimi is married to Ummisyafinah binti Haji Zaini and blessed with four children.

HIS MAJESTY SULTAN HAJI HASSANAL BOLKIAH MU'IZZADDIN WADDAULAH IBNI AL-MARHUM SULTAN HAJI OMAR 'ALI SAIFUDDIEN SA'ADUL KHAIRI WADDIEN, SULTAN AND YANG DI-PERTUAN OF NEGARA BRUNEI DARUSSALAM

As the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, His Majesty is the Supreme Executive Authority in Brunei Darussalam.  In performing his duties, His Majesty is assisted by the following Councils: the Privy Council, the Council of Succession, the Religious Council, the Council of Ministers and the Legislative Council.

His Majesty was born on 15 July 1946 in Brunei Town (now Bandar Seri Begawan).

His Majesty undertook his early education in Brunei Darussalam and then went on to Kuala Lumpur, Malaysia to further his studies.  His Majesty trained as an Officer at the Royal Military Academy, Sandhurst (United Kingdom) in 1966-67.

His Majesty was installed as The Crown Prince in 1961 at the age of 15.  Following the voluntary abdication of his late father, Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, His Majesty was proclaimed as the Sultan of Brunei Darussalam on 5th October 1967.

His Majesty was crowned as the 29th Sultan and Yang Di-Pertuan of Negara Brunei Darussalam on 1 August 1968.

In 1978, His Majesty led a Mission to London for discussions with Her Britannic Majesty's Government on the change of status of Brunei Darussalam to that of a sovereign, independent state.  The outcome was the Treaty of Friendship and Co-operation between Brunei Darussalam and Great Britain under which the British Government relinquished its responsibilities for the conduct of Brunei Darussalam's Foreign Affairs and Defence on 1st January 1984.

His Majesty is married to Her Majesty the Duli Raja Isteri Pengiran Anak Hajah Saleha. His Majesty has five princes and seven princesses.

His Majesty plays polo, squash and badminton.  He is also a qualified pilot of both aeroplanes and helicopters.

His Majesty holds the Sovereign and Chief of the Family Order of the Crown of Brunei (Darjah Kerabat Mahkota Brunei - DKMB) as well as other orders of Brunei Darussalam.  In addition, His Majesty has also received foreign orders and decorations.

His Royal Highness was proclaimed as the Crown Prince on 10 August 1998.

His Royal Highness was appointed as the Senior Minister at the Prime Minister’s Office on 24 May 2005.

His Royal Highness was born on 17 February 1974 in Bandar Seri Begawan. His Royal Highness began his education at an early age at the Putera-Puteri (Prince-Princess) School in the Istana (Palace) Darul Hana. Subsequently, His Royal Highness progressed through the Brunei Junior Certificate examinations (1988) and the 'O' level examinations for the General Certificate of Education (Cambridge) in 1991 at the Paduka Seri Begawan Science College.  His Royal Highness then proceeded to the Duli Pengiran Muda Al-Muhtadee Billah College and passed the 'A' level examinations for the General Certificate of Education (Cambridge) in 1994.

His Royal Highness The Crown Prince attended lectures at the University of Brunei Darussalam and began his overseas education at the Oxford Centre for Islamic Studies in October 1995.  In the following year, he successfully matriculated for admission to Oxford University’s Foreign Service Programme at Magdalen College where he graduated in 1997. He received a Diploma in Diplomatic Studies in a Special Convocation held on 3 August 1998 in Bandar Seri Begawan.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam bestowed the rank of General in the Royal Brunei Armed Forces upon His Royal Highness on 25 March 2004 and also presented the award ‘The Most Exalted Order of Paduka Keberanian Laila Terbilang, First Class (D.P.K.T.)’ on 31 May 2004 in conjunction with the Royal Brunei Armed Forces 43rd Anniversary.

On 5 May 2005, His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Brunei Darussalam also bestowed the rank of Deputy Inspector General of Royal Brunei Police upon His Royal Highness.

His Royal Highness was appointed as the Chairman of the National Disaster Council on 28 June 2006. The Council is responsible for formulating a strategic policy framework for national disaster management and the eventualities of disaster events towards human life, property and environment. His Royal Highness is also the Chairman of the National Committee Against Pandemic Influenza, a committee established in November 2005, specifically for the purpose of formulating plans to respond to the threat of Pandemic Influenza.

His Majesty Sultan Haji Hassanal Bolkiah Mu’izzaddin Waddaulah, the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam awarded an Honourary Doctorate in Literature to His Royal Highness on the 4 September 2006 at the 18th Convocation Ceremony of University Brunei Darussalam. His Royal Highness is also the university’s Pro-Chancellor.

The Crown Prince has undertaken a number of attachments with various government agencies as well as the private sector, namely: the Ministry of Finance; Ministry of Foreign Affairs and Trade; Ministry of Religious Affairs; Ministry of Communications; Ministry of Health; Ministry of Culture, Youth and Sports; the Public Service Department; Public Service Commission; Immigration and National Registration Department; Labour Department; and Datastream Technology Communications (DST), a mobile phone company.

His Royal Highness is also actively engaged in conducting working visits to various government agencies, financial and educational institutions, and local companies as well as visits to various mukims throughout the country.

His Royal Highness Prince Haji Al-Muhtadee Billah married Her Royal Highness Paduka Seri Pengiran Anak Isteri Pengiran Anak Sarah binti Pengiran Salleh  Ab. Rahaman on 9 September 2004. His Royal Highness was blessed with princes who was named His Royal Highness Prince ‘Abdul Muntaqim and His Royal Highness Prince Muhammad Aiman and princess who was named Her Royal Highness Princess Muneerah Madhul Bolkiah and Her Royal Highness Princess Faathimah Az-Zahraa' Raihaanul Bolkiah .

His Royal Highness enjoys snooker and bowling as well as badminton and football.  His Royal Highness has also participated in several snooker and badminton championships and has represented the country at the biannual Southeast Asian Games (SEA Games) in the Billiard and Snooker events; as well as the 9-Ball (men single) World Pool Championship in Makati, Philippines and Men’s World 8-Ball Championship in Fujairah, United Arab Emirates.

His Royal Highness also has his own football club, known as the DPMM FC, which competes in the local semi-professional football league and represented the country in several regional inter club tournaments and the Singapore League.


His Royal Highness holds numerous decorations including The Royal Family Order of the Crown of Brunei (D.K.M.B.); The Most Exalted Order of Paduka Keberanian Laila Terbilang, First Class (D.P.K.T.); King Abdul Aziz Ribbon, First Class (Saudi Arabia); The Order of The Renaissance (First Degree) (Jordan); Medal of Honour (Lao); Distinguished Service Order (D.S.O.) (Singapore); Order of Lakandula With The Rank of Grand Cross (Philippines); Distinguished Service Order (D.S.O.) (Military) (Singapore); Sultan Hassanal Bolkiah Medal (P.H.B.S.).

THE HONOURABLE PEHIN DATU LAILARAJA MAJOR GENERAL (RETIRED)
DATO PADUKA SERI HAJI AWANG HALBI BIN HAJI MOHD YUSSOF

SECOND MINISTER OF DEFENCE


The Honourable Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi bin Haji Mohd Yussof was appointed as the Second Minister of Defence on 30 January 2018.

Previously, he has served as High Commissioner of Negara Brunei Darussalam to Malaysia in February 2010, Deputy Minister of Home Affairs in May 2010, and Minister of Culture, Youth and Sports in October 2015.

In the early phase of his career, he served in the Royal Brunei Armed Forces (RBAF), where he held various staff and command appointments which includes Military Assistant to the Commander of the RBAF, Commanding Officer of 2nd Battalion Royal Brunei Land Force (RBLF), Staff Officer Grade 1 Operations Directorate of Operations and Plans, Acting Director at the Minister of Defence Office / Directorate of Strategic Planning, and Commander of the RBLF. On 1 March 2003, he was promoted to the rank of Major General and was appointed as the 7th Commander of the RBAF on 28 March 2003.

Commissioned as a Second Lieutenant on 7 April 1977, he graduated from Royal Military Academy Sandhurst, United Kingdom. During his service of over three decades in the RBAF, he attended various courses and seminars locally and overseas such as those in the United Kingdom, Singapore, Malaysia, and Australia. The pinnacle courses he attended in his military career were the Command and Staff Course, Quetta, Pakistan in 1989, and a Postgraduate course in International Studies at the Royal College of Defence Studies in London in 2000. The Honourable Pehin was also very much involved in joint military exercises and training with regional and overseas forces as well as humanitarian and disaster relief efforts in the region. During his tenure as Commander of RBAF, he also saw the deployment of RBAF personnel for the first time to the International Monitoring Team (IMT) in Mindanao, Aceh and Jogjakarta humanitarian assistance and disaster relief efforts and Aceh Monitoring Mission (AMM) in Indonesia, and United Nations Interim Force in Lebanon (UNIFIL). The Honourable Pehin retired from service on 31 December 2009.

As a testimony of his distinguished service and career, Yang Berhormat Pehin was awarded with various honours and titles:

•    1986: "The Most Honourable Order of The Crown of Brunei, Third Class (SMB)".

•    July 1996: His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam consented to bestow him with the title "Pehin Datu Lailaraja".

•    September 2002: Indonesian Special Force Honorary Member (Warga Kehormat Komando Pasukan Khusus [KOPASSUS]).

•    October 2002: "Meritorious Service Medal (Military) Republic of Singapore.

•    15 July 2003: His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam consented to bestow him with the title of "The Most Exalted Order of Paduka Keberanian Laila Terbilang" First Class, which brings the title "Dato Paduka Seri".

•    23 November 2004: "Distinguished Service Order (Military)" Republic of Singapore.

•    30 November 2004: "Gallant Commander of the Malaysian Armed Forces (PGAT) - Honourary" Malaysia.

•    20 December 2004: "Grand Meritorious Military Order, First Class" (Bintang Yudha Dharma Utama) Indonesia.

•    21 December 2004: Marine Corps Honorary Member of Indonesian National Armed Forces – Navy.

•    24 May 2006: "Philippine Legion of Honour" (Rank of Commander).

•    28 June 2006: Hilal-e-Imtiaz (Military) Pakistan.

•    9 November 2006: Honorary Pilot Wing (First Class) and Honorary Member of The Special Unit Corps, (Korpaskhas) Air Force of Indonesia's Armed Forces.

•    7 September 2007: 10th Para Brigade Malaysian Army Airborne Wing and Honorary Member.

•    18 April 2008: Philippine Legion of Honor (Rank of Grand Officer).

•    13 May 2008: "Grand Cordon of Istklal (Order of Independence [First Degree])” by His Majesty King Abdullah II King of Jordan.

•    27 July 2009: Knight Grand Cross (First Class) of the Most Noble Order of the Crown of Thailand by His Majesty King of Thailand.

•    27 November 2009: Armed Forces of the Philippines Major Services Command Badges comprising The Combat Commander's Kagitingan Badge - Philippine Army, The Philippine Navy Command at Sea Badge - Philippine Navy, and The Philippine Air Forces Gold Wing Badge - Philippine Air Force.

•    25 July 2010: Pingat Hassanal Bolkiah Sultan (PHBS).

The Honourable Pehin Datu Lailaraja Major General (Retired) Dato Paduka Seri Haji Awang Halbi was born on 22 June 1956. He is married to Datin Hajah Kalshom binti Haji Suhaili and is blessed with five children, Dr. Nurus' Salihah, Najaa-Hussalam, Ahmad Zaiemaddien, Muhamad Ar'Rifa'ie and Muhamad Kamil Ehsan.

He enjoys playing golf, fishing and reading.

WARRANT OFFICER ONE (U) MUHD SYAHIRAN BIN HAJI ABU BAKAR
ARMED FORCES SERGEANT MAJOR

Warrant Officer One (U) Muhd Syahiran bin Haji Abu Bakar was born on 22 February 1976. He joined the Royal Brunei Armed Forces on 18 April 1994 and joined the Royal Brunei Air Force on 28 November 1994. He was promoted to the rank Lance Corporal in 1999 and to Corporal in 2001. He was promoted from the rank of Sergeant in 2006 and to Staff Sergeant in 2009. In 2010, he was promoted to the rank of Warrant Officer Two and to Warrant Officer One in 24 June 2014.

During his service, he held numerous appointments such as Parachute Instructor, Qualified Despatcher Instructor as well as Senior Troop Instructor while serving in the Parachute Airborne Tactical Delivery Unit (PATDU). During his service in PATDU, he was also trained as the Team Leader for Jungle Rescue Team. On 15 May 2010, he was posted to Ops Wing as the Wing Sergeant Major. Few months later, he was appointed as the Royal Brunei Air Forces Sergeant Major, a command appointment, he has been holding since 31 May 2014. Throughout his career, he had undergone various local and overseas courses such as the 42nd Rigger Door Bundle in 1999, 165th Basic Airborne Course in 2001, Rappelling Instructor in 2004 as well as Combat Medic and Medical Technician in 2010 which was all conducted in Singapore. Warrant Officer One (U) Muhd Syahiran was also given the opportunity to attend the Military Parachute, High Altitude Low Opening Course at Special Service Group, Pakistan in 2007.

He has keen interest in football, futsal, golf and cycling with RBAF Cycling Team. He was married to Nora binti Samsu and blessed with one son and two daughters.

INTRODUCTION

Directorate of Personnel is made up of a number of departments responsible for a wide range of activities relating to personnel management, administration, career development, welfare and discipline. This Directorate is responsible in formulating, implementing and regulating policies pertaining manning, records, administration, finance, training, education, legal, discipline and welfare.

  •    To improved personnel level (strength and eligibility) inorder to achieve readiness and sustainability.


ROLE
 •    To govern the implementation of policies and regulations of personnel such as recruitment, posting & promotion, salary & allowances, extension of service and retirement.
•    To give advise to unit on administrative matters.
•    To coordinate administrative support for Royal Brunei Armed Forces to foreign agencies.
•    To monitor the development of education in the Royal Brunei Armed Forces.

4.    ROLE OF TRAINING OFFICE

To coordinate and monitor matters related to training and courses in RBAF with other ministries or foreign military forces for training or courses offered locally and abroad.

5.    ROLE OF RECRUITMENT OFFICE

• Responsible to attract local youth who are qualified to be a soldier as a career by organizing career fairs in schools, colleges and higher institutions.
• Responsible for administering the process of selection and recruitment of officers and other ranks for potential RBAF personnel.

6.   ROLE OF MILITARY LEGAL UNIT

•The main legal adviser to the Commander of RBAF
•Act as RBAF Legal advisor in disciplinary matters, operations, training and administration.
•To determine the process of trial and legal proceedings in RBAF are orderly, lawful and comprehensive.

•To plan and implement legal training in RBAF

7.    ROLE OF RBAF COUNSELLING CENTRE

To provide services such as prevention education, rehabilitation and self development by a well dedicated counselor in order to improve the quality of military personnel for their service in the RBAF.

To served military band music and quality entertainment with highly disciplined proportional with other countries.

 COLONEL HAJI ABDUL KADIR BIN HAJI MAHMUD
Director of Logistics

Colonel Haji Abdul Kadir bin Haji Mahmud was born on the 22 January 1971. He started his military career when he recruited into RBAF on the 7 June 1990 and as a private soldier for five years. He was commissioned from Royal Military Academy Sandhurst, United Kingdom on 13 December 1996 (CC961). He holds a Post Graduate Diploma (PGDA) in Defence and Strategic Studies from Massey University, New Zealand (2013).

Colonel Haji Abdul Kadir is a Logistics and Ammunition Technical Officer by vocation where he has attended several logistics courses and ammunition technician courses in United Kingdom, (Foreign and Commonwealth Logistics Officers Courses in 1998, Foreign and Commonwealth Ammunition Technician in 2000 and Foreign and Commonwealth Explosive Ordnance Disposal and Improvise Explosive Device Disposal in 2001) and in Singapore, (Basics Logistics Officer Course in 1999 and Advance Logistics Officer Course in 2002), MAF Catalogue System Management For Officer in Malaysia. 

Colonel Haji Abdul Kadir has also attended other courses such as Company Commander Course (2009) in Malaysia, Battalion Tactics Course (2012) in Singapore and Junior Staff Course (2007) in Brunei. He has held various post as a young subaltern, he started as a platoon commander No 3 Platoon of Alpha Company of 1st Battalion RBLF (1997-1998), as Quartermaster of Headquarter Company Royal Brunei Land Force (1998 – 2001), Officer in Charge of HQ Ammunition Group Depot Logistics, Support Services RBAF (2001-2004), Staff Officer Grade 3 Logistics at Directorate of Logistics (2004-2006), Depot Planning Officer (2006-2009) of Logistics Depot RBAF Support Services. At the end of 2008, he was posted outside from logistics posts, where he has command the Charlie Company of 2nd Battalion RBLF (2009-2011), later from January 2011 he was served with the United Nation Interim Forces in Lebanon (UNIFIL) for nine months with the Malaysian Battalion 3 (MalBatt3), Colonel Haji Abdul Kadir is the alumni of RBAF Command and Staff Course (CSC), where he attended the CSC 2013. After attended Command and staff course he assumed post as the Assistant Chief of Staff Operation at RBLF HQ. Prior to taking up his current post on 16 Dec 2019, he served as Commandant of The Gurkha Reserve Unit from March 2017 to December 2019.

In recognition for his service and with the consents of His Majesty The Sultan And Yang Di-Pertuan of Brunei Darussalam, Colonel Haji Abdul Kadir has been conferred with, Medal Pahlawan Periwara in 2018.

Colonel Haji Abdul Kadir is married to Major (Rtd) Pg Hajah Asmiah bte Pg Haji Mohammad, and is blessed with 3 sons and 2 daughters. He is a sportsman where he plays badminton, football, volleyball, golf and he enjoy running too.


INTRODUCTION

Directorate of Logistics was established in November 1986. The Directorate is made up of a number of departments responsible for the full range of logistic activity:- supply, equipment support, housing and transport and movement.

The Directorate is responsible for formulating policy and Regulations such as Engineering, Materiel and Housing. In addition the Departments are involved in the day to day management of their respective systems covering topics such as management of UET, provision of Transport and Movements support, the provision and allocation of Housing, overseeing the Force wide repair process, as well as responsibility for the purchasing of SOP 20 items. As the managers of DEFLIS the Directorate is introducing a world class integrated logistic system which will provide a Force wide system giving us the capability to link unit QMs and LADs direct to Logistic Depots and Workshops. The purchasing of stores will become automated right from QMs and Stores Sections through to Logistic Depots and DFP. The approvals process for items such as SOP 20 equipment will also become automated.

Ensuring the effective operation of the Supply Chain through the accurate use of DEFLIS and Regulations is a major task, with a heavy involvement in unit FFRs and regular meetings with Service SO2 G4s. In the future this role is set to expand with the creation of a dedicated audit team with responsibility for ensuring that all logistic processes are fully understood and complied with.

The Directorate is also the focus for International Logistics. It is responsible for negotiating bilateral support arrangements such Memorandums of Understanding (MOU).

HISTORY


The Directorate of Defence Policy was formed in 1985. Formerly, it was known as the Directorate of Politics and Organization where it encompassed four main sections namely the Legal Section, Public Relations Section, Research Section and Administration section. In light of the expanding roles of the Directorate, , a decision was made to change the name to the Directorate of Defence Policy in 2004, in the aim for it to be more focused in its roles and to act as a centralised player/coordinator pertaining to defence policy matters for the Ministry of Defence. In the year 2002, the Public Relations section was transformed into a unit and transferred to Office of Permanent Secretary. The same apply to Legal section in 2008.

DEFENCE COOPERATION


The Ministry of Defence has been actively involved in regional cooperation especially through ASEAN meetings such as ADMM, ASEAN Working Group and ASEAN Regional Forum. On the multilateral level, cooperation is mainly at the United Nations and in support of its Security Council resolutions, relevant treaties, and conventions.

The roles of Directorate of Defence Diplomacy:

(1)    To enhance defence diplomacy at bilateral and multilateral level. This will entail:

  • Ensuring continuous interaction with JDWC countries
  • To intensify Brunei’s role & importance in regional and multilateral level

(2)    Increase Contributions to Regional Defence Cooperation, which entails:

MAJOR GENERAL (U) DATO SERI PAHLAWAN HAJI HAMZAH BIN HAJI SAHAT
ROYAL BRUNEI ARMED FORCES COMMANDER


Major General (U) Dato Seri Pahlawan Haji Hamzah bin Haji Sahat has been appointed as the 11th Commander of Royal Brunei Armed Forces on 1 September 2020, by the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam.

Major General (U) Dato Seri Pahlawan Haji Hamzah was enlisted into the Royal Brunei Armed Forces on 12 September 1988 and commissioned as a Second Liutenant on 27 July 1989. In 1989, he graduated from the Initial Officer Training (IOT) at the Royal Air Force (RAF) Cranwell, United Kingdom where he also did his Basic Flying Training (BFT) in the same year. He then went on to do his Advanced Flying Training (AFT) at RAF Valley in 1990, and the Tactical Weapon Unit (TWU) at RAF Chivenor from 1990 to 1991.

Upon his return to Brunei, he flew the BO-105 helicopter from 1992-1997. In 1997, Major General (U) Dato Seri Pahlawan Haji Hamzah went to the UK to do the Qualified Flying Instructor (QFI) course at RAF Topcliffe & RAF Linton on-Ouse. On completion of the course, he was instructing on the then newly introduced Pilatus PC-7 MKII in Brunei. He became the Flight Commander Fixed Wing (Flt Comd FW) and later became the Officer Commanding (OC) of the Flying Training School (FTS) in 2000.

In 2002, Major General (U) Dato Seri Pahlawan Haji Hamzah attended the 6th Advanced Command & Staff Course (ACSC) at Joint Services Command & Staff College, UK where he graduated with the Master of Arts awarded by King’s College London. Upon returning to Brunei in 2003, he held the post of Staff Officer Grade 2 (SO2) Operation in the Royal Brunei Air Force. In 2005, he was posted to the Directorate of Operation at the Ministry of Defence as Staff Officer Grade 1 (SO1) Operation and was responsible for coordinating, planning and monitoring all RBAF operations. He was then posted back to the Royal Brunei Air Force in 2007 to assume the post of Commanding Officer (CO) of Operation Wing where he was responsible for all the operational flying assets in Royal Brunei Air Force. In 2010, he attended the National Defence College (NDC) in India and was conferred by the University of Madras, the Master of Philsophy (MPhil) with First Class in Defence and Strategic Studies.

From 2010 to 2012, Major General (U) Dato Seri Pahlawan Haji Hamzah served as the Chief of Staff (COS) of Joint Force Headquarters (JFHQ). As COS JFHQ, he was responsible in coordinating all the Joint Staff efforts in planning, executing and monitoring operations of RBAF as well as joint operations with government agencies. This also included coordinating exercises with foreign armed forces. He then assumed the appointment as the Deputy Commander of the Royal Brunei Air Force from 2012 to 2014. In December 2014, he was appointed as the Joint Force Commander of Royal Brunei Armed Forces.

Prior to taking on his current post on 1 September 2020, he served as the Commander of Royal Brunei Air Force from August 2018.

On 15 August 2015, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam bestowed the Darjah Pahlawan Negara Brunei (P.S.P.N.B) Yang Amat Perkasa Darjah Pertama which carries the title Dato Seri Pahlawan.

Major General (U) Dato Seri Pahlawan Haji Hamzah is married to Datin Dr Hajah Anita Binurul Zahrina binti Pehin Orang Kaya Laila Wijaya Dato Seri Setia Awang Haji Abdul Aziz and is blessed with 2 children. His hobbies include reading, golf and volleyball.

BRIGADIER GENERAL (U) DATO SERI PAHLAWAN MOHD SHARIF BIN DATO PADUKA HAJI IBRAHIM 
ROYAL BRUNEI AIR FORCE COMMANDER

By the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, Brigadier General (U) Dato Seri Pahlawan Mohd Sharif bin Dato Paduka Haji Ibrahim was appointed as Commander of the Royal Brunei Air Force on 28 August 2020.

Brigadier General (U) Dato Seri Pahlawan Mohd Sharif joined the Royal Brunei Armed Forces (RBAF) in February 1993 and was later commissioned in February 1994 after completing Initial Officer Training at the Royal Air Force (RAF) College, Cranwell in the United Kingdom. He later became one of the first few qualified pilots on the CASA CN235 after completing basic flying training with the Royal Brunei Air Force (RBAirF) and multi-engine flying training at RAF Cranwell. In 1999 he completed the Flying Instructor's Course with the Republic of Singapore Air Force and returned to instruct on the CASA CN235 and the Pilatus PC7 MkII. 

Staff training has included the Royal New Zealand Air Force Junior Staff Course in 2001, the Joint Services Command and Staff College, Shrivenham, UK in 2008, the National Defence College in New Delhi, India in 2014 and the Higher Defence Course in Spain in 2016. During his time in Shrivenham and New Delhi, he took the opportunity to complete an MA in Defence Studies from King's College London and an MPhil in Defence and Strategic Studies from Madras University respectively.

Career highlights include being the first Commanding Officer of the Officer Cadet School (OCS), Defence Academy, Programme Manager at the Centre of Science and Technology Research and Development (CSTRAD) and as the RBAF's first Defence Attaché in Washington D.C., USA. On return to Brunei he took up the post of Commander Operations Group, RBAirF and later Deputy Commander of RBAirF. On 19 Mac 2018, he took up the post of Director of Intelligence, Ministry of Defence and prior to taking up his current post he served as the Joint Force Commander of Royal Brunei Armed Forces on 19 April 2019.

He is married to Datin Noraidah binti Haji Ibrahim and they have two sons. He enjoys keeping fit by cycling and running.

BRIGADIER GENERAL HAJI ABDUL RAZAK BIN ABD. KADIR 
RBAF JOINT FORCE COMMANDER

Brigadier General Haji Abdul Razak bin Haji Abd. Kadir was born on 21 March 1972. He was enlisted in the Royal Brunei Armed Forces on 21 September 1989 and appointed as Officer Cadet in 1994. He successfully underwent the Officer Cadet Training at the Royal Military College, Sungai Besi, Kuala Lumpur Malaysia in 1994 to 1995. 

Throughout his service, he has held various appointments such as Platoon Commander, Armoured Recce Troop Leader, Adjutant, Squadron Second-in-Command, Company Commander, Armoured Recce Squadron Commander, Battalion Second-in-Command and Staff Officer Grade One at Ministry of Defence. He also served a tour of duty as a member of Royal Brunei Armed Forces International Monitoring Team (IMT) at Cotabato City, Mindanao, Republic of the Philippines in 2005 to 2006. 

He has, amongst others, attended courses and seminars in Malaysia, Republic of Singapore, Republic of the Philippines, Islamic Republic of Pakistan and the United Kingdom. In 2010, he completed his Command and Staff Course at the Command and Staff College Quetta, Islamic Republic of Pakistan and graduated with a Master’s Degree from University of Balochistan, Islamic Republic of Pakistan. In September 2016, he attended the National Defense College of the Philippines (NDCP) and graduated with a Master Degree in National Security Administration (MNSA) in September 2017.

He was promoted to Lieutenant Colonel in 2012 and later appointed as the Military Aide-de-Camp to His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam from 2013 to 2016. He took responsibility of the Directorship of the Defence’s Minister Office and Directorate of Strategic Planning (DMO & DSP) on 31 January 2018 and was then promoted to Colonel on 13 July 2018.  By the consent of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, he was promoted to his present rank, Brigadier General on 24 July 2020 and took command as Joint Force Commander of Royal Brunei Armed Forces on 28 August 2020.

Brigadier General Haji Abdul Razak was conferred The Most Blessed Order of Setia Negara Brunei (P.S.B.) in 2002 and Pingat Jasa Kebaktian (P.J.K.) in 2008 by His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam.

Brigadier General Haji Abdul Razak is married to Hajah Maimunah binti Haji Bakar and is blessed with one son and two daughters. He enjoys playing golf and travelling.

HAJI AMIRUDDIN BIN HAJI MOHAMMAD HASSAN
DEPUTY PERMANENT SECRETARY (FINANCE AND ADMINISTRATION)

By the command of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, Haji Amiruddin bin Haji Mohammad Hassan was appointed as Deputy Permanent Secretary, Ministry of Defence on 10 August 2018.

Prior to his appointment as the Deputy Permanent Secretary, he was Director of Administration and Finance at the Ministry of Culture, Youth and Sports from 1 August 2016 to 9 August 2018.

Haji Amiruddin first entered the civil service as a Training Officer at the Telecommunications Department on 4 November 1996. He then joined Brunei Administrative Service (BAS) on 1 July 1997 and held the post of Administrative Officer Trainee at various government agencies such as the Public Service Department, Treasury Department in the Ministry of Finance and Brunei-Muara District Office.

On 2 November 1998, he moved to the Department of Civil Aviation where he was appointed as Administrative Officer Grade 1 on 1 January 1999. He was then transferred to the Ministry of Communications on 8 May 2000.

On 11 June 2001, he was subsequently transferred to the Municipal Department, Bandar Seri Begawan and promoted to Administrative Officer Special Grade on 1 August 2004. His lateral transfer to the Radio and Television followed on 10 January 2005. Having served the Radio and Television Brunei for more than a year, Haji Amiruddin was then moved to His Majesty the Sultan’s Flight Office on 2 September 2006 and was promoted to Senior Administrative Officer on 1 December 2009.

Following the promotion, he held several key appointments such as Acting Director of Administration and Info-Communication Technology in the Department of Economic Planning and Development on 1 October 2012 and confirmed as Director on 1 October 2013. 

He graduated from the University of Brunei Darussalam in 1996 and holds a Bachelor of Arts (Hons) Public Policy & Administration. He also completed the 6th Development Programme for Government Middle Management Officers in 2008 and the 16th Executive Development Programme for Senior Government Officers in 2012.

Haji Amiruddin was born on 29 June 1972 and is married to Hajah Hamidah binti Haji Morshid.

HAJI ADI IHRAM BIN DATO PADUKA HAJI MAHMUD
DEPUTY PERMANENT SECRETARY (POLICY AND STRATEGY)

By the command of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, Sultan and Yang Di-Pertuan of Brunei Darussalam, Haji Adi Ihram bin Dato Paduka Haji Mahmud is appointed as Deputy Permanent Secretary, Ministry of Defence on 19 December 2020.

Prior to his appointment as Deputy Permanent Secretary, he was Director for the Directorate of Defence Policy from 9 November 2017 and was the Head of Legal Affairs Unit at the Permanent Secretary’s Office, Ministry of Defence from 2003 to 2011 where he played the role as the legal advisor for the Ministry of Defence before he assumed the position of Acting Director of Defence Policy.

As the Director of Defence Policy, he has been actively involved in enhancing defence diplomacy at both bilateral and multilateral level including through various initiatives in the ASEAN Defence Ministers’ Meeting (ADMM) and ASEAN Defence Ministers’ Plus Meeting (ADMM-Plus) such as the adoption of the Standard Operating Procedure on establishing a Direct Communications Link (DCL) in the ADMM Process, conclusion of the ADMM Establishment of Logistics Support Framework (LSF) Manual, chaired the Defence White Paper Committee to develop the third defence white paper – ‘Defending the Nations Sovereignty: Expanding Roles and Wider Horizons’, Joint Defence Working Committee and was the ASEAN Defence Senior Officials Meeting Working Group (ADSOM WG) Leader for Brunei Darussalam.

In recognition for his service and with the consent of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, he has been conferred with Pingat Indah Kerja Baik (P.I.K.B) and The Most Blessed Order of Setia Negara Brunei 4th Class (P.S.B) in 2016.

He was a legal graduate from the London School of Economics and Political Science, University of London (1996) and was awarded his professional certificate of legal practice from the Legal Profession Qualifying Board, Malaysia in 2006.

Haji Adi Ihram is married to Susanna and blessed with 3 daughters. His interests includes horseback riding, scuba diving, mountaineering, jungle trekking, chess and reading.

Brigadier General (Rtd) Dato Seri Pahlawan Shahril Anwar bin Haji Ma’awiah enlisted into the Royal Brunei Armed Forces in January 1986. In October 1986, he graduated from the Initial Officer Training (IOT) at the Royal Air Force (RAF) Cranwell, United Kingdom. After completing his basic flying training, he started his operational flying career at No 1 Sqn, Operations Wing (now known as 11 Sqn, No 1 Wing).


In 1997, he was transferred to No.4 Sqn (now known as 14 Sqn, No 1 Wing) holding the appointment of Flight Commander Operations. In 1999, Brigadier General ​(Rtd) Dato Seri Pahlawan Shahril Anwar attended the Qualified Helicopter Instructor (QHI) course, in the United Kingdom.

In July 2000, Brigadier General (Rtd) Dato Seri Pahlawan Shahril Anwar attended the 4th Advanced Command & Staff Course (ACSC) at the Joint Services Command & Staff College, United Kingdom. On his return to Brunei in August 2001, he held the post of Squadron Commander for No. 4 Sqn before holding the appointment of Staff Officer Grade 2 (SO2) Operations in the Royal Brunei Air Force. In 2006, he was appointed as the Commanding Officer (CO) of Training Wing (now known as No 7 Wing) in the Royal Brunei Air Force.

In 2010, Brigadier General (Rtd) Dato Seri Pahlawan Shahril held the appointment as the Defence Adviser of Brunei Darussalam to Malaysia. In 2012, he attended the Australia’s Centre of Defence and Strategic Studies (ADDSS) at the Australian Defence College. Upon completion of this course in December 2012, he was posted to the Directorate of Force Capability Development, holding the post as the Director.

On 18 December 2014, Brigadier General (Rtd) Dato Seri Pahlawan Shahril returned back to his mother unit and became the Deputy Commander of Royal Brunei Air Force. He took command effectively of the Royal Brunei Air Force on the 26 September 2015, and became the 13th Commander of the Royal Brunei Air Force.

By the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, he was promoted to Brigadier General on 27 May 2016.

On 15  July 2016, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam bestowed the Darjah Pahlawan Negara Brunei (P.S.P.N.B) Yang Amat Perkasa Darjah Pertama which carries the title Dato Seri Pahlawan.

By the command of His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam on 10 August 2018, he was appointed as Permanent Secretary, Ministry of Defence.

Brigadier General (Rtd) Dato Seri Pahlawan Shahril Anwar is married to Datin Maria Eliza Carlos Abdullah and is blessed with two children. He is an avid golfer and enjoys mountain biking.

By the command of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam, Pg Dr Haji Mohd Esa Al-Islam bin Pg Haji Mohd Yunus was appointed as Deputy Permanent Secretary, Ministry of Defence on 13 April 2020.  

Prior to his appointment as Deputy Permanent Secretary, Pg Dr Haji Mohd Esa Al-Islam bin Pg Haji Mohd Yunus joined the Ministry of Defence as the Director of Centre of Science and Technology Research and Development (CSTRAD) on 13 June 2017.

He started his career in Universiti Teknologi Brunei (UTB) in 1993 as a lecturer. His research interests are in creative engineering design and management, and manufacturing systems and engineering. He previously led consultancy and corporate social responsibility works for private and public sectors. In 2002, he received Silver Award for Civil Service Award under UTB’s Material Testing Project.

He was an Assistant Teacher in Faculty of Engineering and the Environment, University of Southampton; supervised Internship Student from Japan during his PhD from 2005 to 2008; a facilitator for HRM V Sigma, teaching on “Creative techniques and Tools”, ILIA, UBD, 2009 where he was also appointed as Deputy Dean for Postgraduate Studies and Research in the same year. In 2011, he was appointed as Deputy Dean of Faculty of Engineering; promoted as Dean for Faculty of Engineering in 2012; appointed as Assistant Vice Chancellor for Academic (AVCA) in 2013; appointed as Professional Board member for Architects, Professional Engineers and Quantity Surveyors (APEQS), at the Ministry of Development, Brunei Darussalam in 2014 - 2018; Assistant Vice Chancellor for Industry and Services (AVCIS) in 2016 and Senior Assistant Professor (SAP) for Engineering in April 2016. He was also the Chairman of SEAMEO VOCTECH Governing Board in 2013-2017. 

With the consent of His Majesty the Sultan and Yang Di-Pertuan of Negara Brunei Darussalam, he received Pingat Indah Kerja Baik (P.I.K.B) and The Most Blessed Order of Setia Negara Brunei 4th Class (P.S.B) in 2006 and 2013 respectively. 

He graduated from University of Westminster, UK with Bachelor of Engineering in Mechanical Engineering in 1993 and did his PhD on Engineering Sciences at University of Southampton, UK in 2009. In 2014, he completed a one month course on Senior Management Programme (SMP2014), at Lee Kuan Yew, School of Public Policy, National University of Singapore (NUS), Singapore. 
 
Pg Dr Haji Mohd Esa is married to Dr Hjh Noor Maya binti Haji Mohd Salleh with three children. His interests includes hiking, cycling and reading.

HAJAH MARLIYANA BINTI HAJI ABDULLAH FUNG
Director of Development and Work Services

Hajah Marliyana binti Haji Abdullah Fung was appointed as the Director of Development and Work Services (DDWS) of the Ministry of Defence on January 2015. As the Director, her responsibility lies in leading the organization and convey organizational direction, values, policy and strategic objectives. She oversees the administration and management of DDWS and is also responsible for managing and administering Mindef & RBAF infrastructure development projects.

Right after graduating, she was enlisted into DDWS, Mindef as an Engineer in January 1992. She was the project officer for the planning and implementation of a major project; RBAF Lumut Camp. In her 24 years of service, she served in several appointments within DDWS, Mindef. Prior to her appointment as Director, she held the appointment of Assistant Director for 8 years where she led the DDWS management team and achieved the certification of ISO 9001 Quality Management System in 2009. She also led a team for the production of Mindef and RBAF Infrastructure Guidelines, which was officially launched on 13 June 2013. To add, she was also a Facilitator of DDWS Kumpulan Kerja Cemerlang (KKC).

She was appointed as the Executive Engineer in 2001 for the Head of Maintenance Work Services Section (now known as the Estate Maintenance Section), being actively involved with the improvements of RBAF camps maintenance system and was the Head of DDWS KKC project.

Hajah Marliyana attended the Brunei Executive Development Programme in Mindef in collaboration with Lee Kuan Yew School of Public Policy, National University of Singapore in 2008.

She received her secondary and pre-university education at Maktab Sains Paduka Seri Begawan Sultan. In 1988, she was awarded with a Government Scholarship to study Civil Engineering at the University of Leeds, England where she graduated with a Bachelor of Engineering with Honours in 1991. She is a Chartered Civil Engineer and attained membership to the Institution of Civil Engineers, UK on December 1998. She is also a member of Chartered Management Institute, UK since October 2015.

She has been conferred with State Decorations and Awards which include Pingat Indah Kerja Baik (P.I.K.B) for work merit, The Most Blessed Order of Setia Negara Brunei 4th Class (P.S.B) and Long Service Medal (P.K.L)

She is married to Haji Idris bin Haji Mohd Ali and has one son and two daughters. She enjoys travelling, cooking, piloxing and hi-lo toning.

BRIEF HISTORY
Before the Directorate of Development and Works Services (DDWS) was established in 1986, the Directorate was led by two main sections: Garrison Engineer (GE) and Project Liaison Officer (PLO). GE was responsible for maintaining all of RBAF estates, while PLO was responsible not only for planning but implementing new projects as well. After 1986, both sections were merged together to form the Directorate of Development and Work Services (DDWS).

OVERVIEW
The Directorate of Development and Works Services (DDWS) is one of the nine (9) Directorates within the Ministry of Defence under the authority of the Permanent Secretary and is directly under the Deputy Permanent Secretary (Technology and Development). The Directorate is headed by a Director and supported by 2 Assistant Directors.

The Directorate has three sections namely Administration, Finance and Research & IT Section, Development Project Section, and Estate Maintenance Section. The total number of staffs is 165 personnel.

Administration, Finance and Research & IT Section is responsible for managing:
1.    General administration and training.
2.    Budget, payment and project monitoring & documentation.
3.    Research and  IT infrastructure & system.

Development Project Section is responsible for:
1.    Planning and implementing MINDEF infrastructure projects.
2.    Designing and preparing project cost estimates for budget application.
3.    Preparing tender documents and contracts.
4.    Coordinating and monitoring of projects from inception to completion.
5.    Preparing and verifying payments.

Estate Maintenance Section is responsible for:
1.    Planning and maintenance of buildings, facilities and mechanical & electrical (M&E) equipments within MINDEF.
2.    Providing technical advice and services to MINDEF.
3.     Preparing tender documents and contracts, and supervising the projects related to maintenance and term contracts.
4.    Providing assistance in MINDEF activities and events.
5.     Equipment write-off.


ACTIVITIES


HOUSING DEVELOPMENT DEPARTMENT VISIT TO DDWS, MINDEF HQ

BOLKIAH GARRISON, Tuesday, 25 August 2020 – Members of the Housing Development Department, Ministry of Development made a work visit to the Directorate of Development and Work Services (DDWS). 

The purpose of the visit by the 15 officers, led by Rosniza binti Dato Paduka Haji Hamdani, was to learn more about the Facilities Management (FM) contracts which the Directorate is implementing within the Ministry of Defence and Royal Brunei Armed Forces estates. They were greeted by the Acting Assistant Director 2, Hajah Adinah binti Haji Mohd Jaya who explained to them the advantages of the service and how system processes were carried out by the Directorate.

After the briefing, the visitors from the Housing Development Department paid a quick visit to the Facility Management Helpdesk within Bolkiah Garrison to learn more from the Facility Management Team stationed there.



ISO 9001:2015 QUALITY MANAGEMENT SYSTEM INTERNAL AUDITOR TRAINING

BOLKIAH GARRISON, Tuesday, 18 August 2020 – The Directorate of Development and Work Services held a training session for nineteen of its personnel and staff today at the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS). The training was also attended by 2 members of the Ministry of Defence Internal Audit Unit, including the Head of the Internal Audit Unit. 

The training was led by Mr Than Tun from Peplow Warren Sdn. Bhd. who taught participants the necessary skills and industry best practices of auditing, and how to integrate the ISO 9001 into their auditing practice. The session was informative and beneficial not only to the personal development of the trainees present, but also to the Directorate as a whole as the number of qualified internal auditors who can now monitor the quality of their own work and ensure continued compliance to the Directorate Quality Management System and the ISO 9001 requirements is increased. The Directorate achieved its ISO 9001:2015 certification in December 2018, having first achieved ISO 9001:2008 certification in 2009 and looks to continuously improve its quality management services.



ISO 9001:2015 QUALITY MANAGEMENT SYSTEM AWARENESS TRAINING

BOLKIAH GARRISON, Monday, 10 August 2020 – The Directorate of Development and Work Services held a training session for twenty-two of its personnel and staff today at the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS). The training was joined by a member of Internal Audit, and facilitated by Mr Than Tun from Peplow Warren Sdn. Bhd. The training session is an introduction to the quality standard, ISO 9001: 2015 Quality Management Systems. The standard provides the requirements or guidelines for organizations to develop and systematically manage their policies, processes and procedures in order to achieve organizational objectives. The Directorate first achieved ISO 9001:2008 certification in 2009, achieving the certification for ISO 9001:2015 in December 2018. The Directorate will be sending its newer personnel and staff for Auditor Training in the following week in alignment with its Quality Management System.




BUREAU VERITAS CONDUCTS SURVEILLANCE AUDIT ON DDWS

BOLKIAH GARRISON, Thursday 6 November 2019 - The Directorate of Development and Work Services underwent a surveillance audit from 6 to 7 November 2019. The audit was conducted by the certification company, Bureau Veritas. Bureau Veritas conducted the audit to grant the ISO 9001:2015 certification to DDWS back in December 2017. The audit was carried out first with the Management Representative and Top Management / Quality Management System of DDWS, before moving on to the Development Project Section, and Research and IT Unit. Over the two-day audit, the auditors also visited the Estate Maintenance Sections in Bangar Camp, Rimba Air Base, Tutong Camp, and Defence Academy, before holding a closing meeting on 7 November 2019.





POLITEKNIK BRUNEI STUDY VISIT TO SHHBIDSS, RBAF MUSEUM AND MRS

BOLKIAH GARRISON, Tuesday 1 October 2019 - A total of 27 students undertaking a Diploma in Interior Design and their three lecturers from the School of Science and Engineering from Politeknik Brunei performed a study visit to the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS), Royal Brunei Armed Forces (RBAF) Museum and Medical Reception Station (MRS) in the Bolkiah Garrison. This visit is part of the Directorate of Development and Work Services’ cooperative efforts to provide learning experiences for the higher learning institutions in the country.

The study group was welcomed by the Director of SHHBIDSS, Muhd Shahrul Nizzam bin Umar, and DDWS Architect, Pg Jefri bin Pg Tajuddin, conducted the tour to present the green sustainable design concept of the Institute. The study group also visited the Royal Brunei Armed Forces Museum to observe the interior design and exhibits. The final location of the study visit was the Medical Reception Station where the industrial architect gave a briefing on the conceptual design of the new MRS Bolkiah, and how it evolved into the finished project. The group was met by the Chief Medical Officer, Col (Dr) Hj Awang Md Hafizul bin Hj Awang Hassan, at the end of their visit.




DDWS FAMILY DAY

MUARA, Friday, 6 September 2019 – The Directorate of Development and Work Services held their inaugural DDWS Family Day this afternoon at Muara Beach. The families of all the officers and staff of the Directorate were invited, culminating in an attendance of over 100 people. The event was a good opportunity to foster closer relationships between colleagues, allowing them to get to know each other and their families better. Games such as Guess the Weight, Catch the Dragon’s Tail, a mini tug-of-war tournament, a colouring contest, a mini-treasure hunt based on general DDWS knowledge, and a relay race involving coconut bowling, sorting sweets by colour and frog-jumping, were organized to entertain the children and encourage all participants to have fun and enjoy their precious time with their colleagues, friends and family. The event ended with the presentation of prizes for the games and a group photo to commemorate the occasion.





PUBLIC WORKS DEPARTMENT VISIT TO DDWS, MINDEF HQ

BOLKIAH GARRISON, Tuesday 9 July 2019 - Members of the Public Works Department (PWD), Ministry of Development made a work visit to the Directorate of Development and Work Services (DDWS) on 9 July 2019. 

Upon arrival, the Director of Development and Work Services, Hjh Marliyana binti Haji Abdullah Fung, and Assistant Director 2, Dk Roselawati binti Pg Haji Halus, welcomed the 22 visitors from all four district branches, headed by the ex-Acting Director of Building Services, Hjh Mastura binti Haji Sulaiman, and Acting Director of Building Services, Haji Awang Azahar bin Haji Awang Adenan. 

In her welcoming speech, the Director of Development and Work Services explained the concept and advantages of integrated Facility Management (FM) contracts which DDWS is currently in the process of implementing across all Ministry of Defence and Royal Brunei Armed Forces estates. The work visit was conducted so the visitors may study DDWS’ management system and the techniques implemented by the Facility Management system in Bolkiah Garrison. 

The agenda ended with a visit to the FM Bolkiah office.




DDWS CELEBRATES HARI RAYA WHILE HONOURING PERSONNEL

BOLKIAH GARRISON, Friday 21 June 2019 - The Directorate of Development and Works Services celebrated Hari Raya Aidilfitri as a department at a hotel in Beribi. Hosted by the Estate Maintenance Sections of Penanjong Garrison and Muara Naval Base, the event allowed the members of the Directorate to come together and celebrate the month of Syawal. The event also commemorated the retirement of five of our officers, Executive Engineer (Mechanical & Electrical) Abdul Shaib bin Haji Abdul Mumin, Engineer, Mohd Sofian bin Morni, Quantity Surveyor, John Wong Chi Ming, Electrician Grade 1, Mohd Idris bin Haji Nordin and Electrician, Goh Tee Hock.

The Directorate also used the opportunity to award the Excellent Employee Award to Project Officer, Nor A’uyun binti Haji Talib in Division II, Chief Technical Assistant, Dyg Hjh Noorzailahwathy binti Haji Lakim in Division III and Assistant Clerk, Hjh Rokiah binti Haji Matdaud in Division IV. This award is bestowed upon those whom the Directorate recognizes as highly dedicated to their work, which shows in the quality of their product and efficacy of their solutions.



DDWS STUDENTS WIN BEST CONCEPT

BERAKAS, Saturday 27 April 2019 - Three Directorate of Development and Work Services officers were invited to Politeknik Brunei’s Architecture & Interior Design Exhibition at Airport Mall Atrium, Berakas.

Architects, Pg Jefri bin Pg Tajuddin and Pg Nur Diyanah binti Pg Anak Haji Damit Baharuddin, and Senior Draftsman, Hjh Mas Suryana binti Mohd Don mentored three students of Architecture and Interior Design from Politeknik Brunei for three months. During the exhibition, the officers were presented with certificates of appreciation for mentoring the students for their final year project. One of the students, Abdul Afiq ‘Izzuddin bin Haji Mardini, also won the prize for Best Concept, for his project to renovate a house in Jalan Maulana, Kuala Belait, into an Islamic Daycare.

This is part of the Directorate’s initiative that invites students to approach the Directorate to learn the skills of the trade, allowing the Directorate of Development and Work Services to act as a learning hub and partner with higher education institutions in Brunei Darussalam.




DDWS BIDS FAREWELL TO THREE VALUED OFFICERS

GADONG, Saturday 27 April 2019 - The Directorate of Development and Works Services held an appreciation and farewell breakfast on 27 April 2019 to commemorate the retirement of three of our valued officers. Executive Engineer (Mechanical & Electrical) Abdul Shaib bin Haji Abdul Mumin, Engineer, Mohd Sofian bin Morni and Quantity Surveyor, John Wong Chi Ming, retired early this year. As a token of appreciation and to send them off right, the Directorate pooled to present crystal plaques to the officers during their appreciation held at Seasons Restaurant, to thank them for their years of service. The Directorate wishes these officers luck with their future endeavours.





5th DDWS TEN PIN BOWLING TOURNAMENT 2019

BANDAR SERI BEGAWAN, Friday 1 March 2019 - The Directorate of Development and Work Services held their 5th DDWS Ten Pin Bowling Tournament. The two-day event was held at the Utama iBowl during the Friday afternoon MinDef sports sessions on 1 March 2019 and 8 March 2019. A total of 114 players spread over 17 teams – the highest turnout since the inaugural event in 2010. The last DDWS Ten Pin Bowling Tournament was held in 2017, hosted by the Estate Maintenance Section (EMS) Bolkiah.

The event brought together DDWS staff members stationed all over Brunei, from Lumut to Temburong, helping to foster a closer relationship among these colleagues that were regularly posted so far from each other. It provided an avenue of healthy competition as participants took to the lanes to practice before the tournament.

The tournament also provided an avenue of creativity as teams sought to win the prize for Best Dressed Team, which was ultimately won by the team, 7 Wonders. The prize for New Fashion Breakthrough was awarded to the team, Spinning Queens. The prize for Best Male Player was awarded to Ak Haji Khairus Syahidin bin Pg Haji Sasufidin while the prize for Best Female Player was awarded to Nur Hafidah bte Haji Mohd Said. The event culminated with the team, DA Strikers, walking home with the grand prize as the winning team for the 5th DDWS Ten Pin Bowling Tournament 2019.




DEPARTMENT OF CIVIL AVIATION VISIT TO DDWS HQ

BOLKIAH GARRISON, Monday 4 March 2019 - The Department of Civil Aviation visited the Directorate of Development and Work Service, Ministry of Defence.

The visitors were interested in studying the Directorate’s management system and techniques of the Facilities Management System currently being implemented in the Bolkiah Garrison. The nine visitors, led by Executive Engineer, Pg Roslan bin Pg Haji Badaruddin, were greeted by Dk Roselawati binti Pg Haji Halus, the Assistant Director 2 of the Directorate who heads the Estate Maintenance Section.




BRUNEI POLYTECHNIC STUDY VISIT TO DEFENCE ACADEMY

TANAH JAMBU, Thursday 24 January 2019 - Students undertaking their second year of study for a Diploma in Architecture conducted a study visit to the Defence Academy in Kampong Tanah Jambu.

The students were interested in studying the design aspects of architecture at the Defence Academy and the RBAF Museum. The 20 students, one lecturer and three Directorate of Development and Work Services (DDWS) attachment students visited the Parade Square, Surau, Ceremonial Hall, Auditorium, Library, Mess, Lecture Hall, Headquarters and Basic Obstacle Course of the Defence Academy. The visit was led by architect Pg Jefri bin Pg Tajuddin, who works with the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, Major Haji Mohd Amin bin Awg Haji Mahmud.




ROYAL BRUNEI POLICE FORCE & DEPARTMENT OF DEVELOPMENT VISIT DEFENCE ACADEMY

TANAH JAMBU, Thursday 15 November 2018 - Ten personnel from the Royal Brunei Police Force (RBPF) and 15 personnel from the Department of Development (DoD), Public Works Department (PWD), Ministry of Development (MoD), visited the Defence Academy in Kampong Tanah Jambu.

The visitors were interested in studying the Defence Academy as a model for a proposed new Police Academy for recruits and officers. They visited the Parade Square, Ceremonial Hall, Auditorium, Library, Mess, Accommodation Block, Lecture Hall, Headquarters and Basic Obstacle Course of the Defence Academy. The visit was led by Dyg Sabrina binti Hamidon, Assistant Director 1 of the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, Major Haji Mohd Amin bin Awg Haji Mahmud.

DDWS ISO 9001 QUALITY MANAGEMENT SYSTEM CERTIFICATION

The first certification of ISO 9001:2008 Standard Quality Management System was achieved by DDWS as early as 2009. The certification is awarded based on the management and implementation of MinDef projects, maintenance management of MinDef Estates, general administration and management of budget for DDWS. This multi-site certification applies to the DDWS HQ, Development Project Section, Estate Maintenance Section and its branches, as well as the Administration and Finance Section.

Meanwhile, the new certification of ISO 9001:2015 has just awarded in December 2017. This is based on the overall audit process and the outcome of the certification audit which concluded that DDWS has satisfactorily implemented standard requirements of ISO 9001:2015 and adopted process approach and risk based thinking in its quality management system. DDWS has established and maintained its management system in line with the requirements of the standard(s) and demonstrated the ability of the system to achieve requirements for products and/or services within the scope and the organization’s policy and objectives. The scope of certification includes: management of MinDef Infrastructure development projects; maintenance management of MinDef Estates; general administration of DDWS; management of budget for DDWS; and management of research, information technology and system for DDWS.

PENDAFTARAN
BAKAL-BAKAL REKRUT LELAKI 

ANGKATAN BERSENJATA DIRAJA BRUNEI 

Pendaftaran sekarang dibukakan untuk menceburi Kerjaya Tentera sebagai bakal Rekrut Lelaki Pengambilan ke-168 Angkatan Bersenjata Diraja Brunei mengikut syarat-syarat kelayakan dan kemasukan yang telah ditetapkan. 

Pendaftaran dibukakan bermula pada hari Isnin, 01 Februari 2021 hingga hari Jumaat, 12 Februari 2021.

Tatacara Pendaftaran 

Dalam usaha menangani situasi pandemik COVID-19 di Negara Brunei Darussalam pada masa ini serta langkah mengurangi risiko disamping menjaga keselamatan kedua pihak iaitu anggota Pejabat Pengambilan dan juga pemohon dari penularan wabak tersebut. Dari itu, Pejabat Pengambilan melalui Jabatanarah Keanggotaan, Kementerian Pertahanan ingin memaklumkan kepada orang ramai mengenai dengan DUA (02) TATACARA pendaftaran bakal Rekrut Lelaki Pengambilan Ke-168 Angkatan Bersenjata Diraja Brunei adalah seperti berikut:

 

1.                  Tatacara Atas Talian (online).

a.         Pendaftaran dibukakan secara atas talian (online) di laman sesawang http://www.mindef.gov.bn(Career - Military Recruitment (male)).

b.         Pemohon dikehendaki untuk memuat turun borang pendaftaran, BORANG PENDAFTARAN boleh dimuat turun "DI SINI".

c.         Borang yang sudah lengkap diisi berserta dengan salinan elektronik (scanned copy) segala risalah-risalah dan sijil-sijil akademik hendaklah dihantar ke emel RO.recruit@mindef.gov.bn.

d.         Pemohon akan dimaklumkan melalui emel bagi pembahagian waktu dan tarikh untuk hadir ke Pejabat Pengambilan ABDB bagi proses seterusnya iaitu pemeriksaan ketinggian, berat badan dan Indeks Jisim Tubuh (IJT).

e.         Makluman seterusnya akan disampaikan kepada pemohon yang telah lulus proses kemasukan dan pemeriksaan Indeks Jisim Tubuh (IJT) yang dinyatakan diatas.

f.          Tarikh tutup permohonan pada hari Jumaat, 12 Februari 2021 jam 1630 petang. Mana-mana penghantaran yang lewat pada tarikh dan jam tersebut, tidak akan diterima.


2.                  Tatacara Pandu Lalu (Drive-thru).

a.        Pendaftaran secara pandu lalu (drive-thru) bertempat di Pusat Boling Padang, Hassanal Bolkiah Stadium Complex.

b.         Pemohon akan menyerahkan risalah-risalah seperti berikut:

  • 1x Salinan Kad Pengenalan Pintar,
  • 1x Salinan Sijil-Sijil Akademik.
     

c.         Tarikh dan masa bagi pendaftaran pandu lalu adalah seperti berikut:

Tarikh 01 Februari 2021 hingga 11 Februari 2021
 (Setiap hari Isnin hingga hari Khamis, hari Jumaat ditutup bagi membuat pentadbiran)
Jam

0830 pagi hingga 1100 pagi

1430 petang hingga 1600 petang


d.        Peta bagi pendaftaran pandu lalu iaitu di kawasan Pusat Boling Padang, Hassanal Bolkiah Stadium Complex adalah seperti berikut:


e.         Pemohon akan diberikan nota kecil bagi pembahagian waktu dan tarikh untuk hadir ke Pejabat Pengambilan ABDB bagi proses seterusnya iaitu pemeriksaan ketinggian, berat badan dan Indeks Jisim Tubuh (IJT).

f.      Makluman seterusnya akan disampaikan kepada pemohon yang telah lulus proses kemasukan dan pemeriksaan Indeks Jisim Tubuh (IJT) yang dinyatakan diatas.

SYARAT-SYARAT KELAYAKAN DAN KEMASUKAN BAGI

PENGAMBILAN BAKAL REKRUT LELAKI

ANGKATAN BERSENJATA DIRAJA BRUNEI 

 Berikut adalah syarat-syarat kategori dan kemasukan serta proses pemilihan bagi yang berminat untuk menceburi Kerjaya Tentera sebagai Bakal Rekrut Lelaki Angkatan Bersenjata Diraja Brunei.

Syarat-Syarat Kategori

Pemohon yang berminat untuk menceburi kerjaya tentera hendaklah terdiri daripada dua kategori yang telah ditetapkan.

1.         Bagi Kategori A, syarat-syarat kemasukan adalah seperti berikut:

a.         Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam dan mempunyai Kad Pengenalan Pintar yang berwarna 'KUNING' sahaja.
b.         Pemohon hendaklah dilahirkan di Negara Brunei Darussalam.
c.         Tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).

2.        Bagi Kategori B, syarat-syarat kemasukan adalah seperti berikut:

a.    Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam.   Pemohon hendaklah mempunyai suratkuasa undang-undang negara bertulis mengenai dengan KERAKYATAN serta mempunyai Kad Pengenalan Pintar yang berwarna 'KUNING' sahaja.
b.         Pemohon yang lahir di luar Negara.
c.         Pemohon bukan tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).
d.         Pemohon hendaklah berugama Islam dan menurut adat resam Melayu.
e.      Pemohon dikehendaki untuk menghadapkan surat permohonan ke pihak ABDB beserta dengan risalah yang diperlukan bagi tindakan lanjut.

Syarat-Syarat Kemasukan

Pemohon yang berminat untuk menceburi kerjaya tentera mestilah memenuhi syarat-syarat kemasukan yang telah di tetapkan sepertimana yang dihuraikan di bawah ini.

1.        Taraf Kelamin. Pemohon berstatus bujang atau berkahwin.

2.       Umur. Pemohon hendaklah berumur di antara 18 tahun sehingga 25 tahun 0 bulan 0 hari (semasa latihan bermula).

3.        Ketinggian Badan. Pemohon hendaklah mempunyai ketinggian minima 155cm (05 Kaki 01 Inci).

4.        Indek Jisim Tubuh (Body Mass Index). Pemohon hendaklah mempunyai keputusan Indek Jisim Tubuh antara 19 hingga 27.

5.        Kelayakan Akademik. Pemohon hendaklah mempunyai kelulusan seperti berikut:

a.         Minima 2 Kredit (Gred A, B atau C) Sijil Am Pelajaran Brunei-Cambridge Peringkat Biasa 'O' Level di dalam apa sahaja mata pelajaran.

b.        BTEC Level 2  Extended Certificate atau BDTVEC Skill Certificate 2 atau ISQ (Industrial Skill Qualification) atau NTC 2 (National Trade Certificate) atau yang sebanding dengannya.

c.        Kelulusan akademik yang lebih tinggi adalah menjadi satu kelebihan.

6.      Tahap Kesihatan. Pemohon dikehendaki untuk mengisi Borang Deklarasi Kesihatan dan akan menjalani pemeriksaan kelayakan kesihatan sebelum mengikuti proses pemilihan awal.   Pemohon hendaklah sihat, tidak cacat anggota dan tidak mempunyai masalah kesihatan seperti penyakit kronik, masalah pernafasan, masalah jantung, masalah mental serta bekas kecederaan teruk seperti patah pada bahagian anggota tubuh badan dan sebagainya.   Tidak cacat pendengaran dan penglihatan serta tidak rabun warna.   Mempunyai tahap kesihatan gigi yang baik.

7.       Tapisan Keselamatan. Setiap pemohon hendaklah bebas daripada sebarang kesalahan awam atau jenayah, tidak pernah disabit atau diadu, tidak pernah terlibat dengan mana-mana kesalahan yang melibatkan agensi luar seperti Pasukan Polis Diraja Brunei, Mahkamah Awam dan Syariah, Biro Kawalan Narkotik, Biro Mencegah Rasuah dan sebagainya.   Setiap pemohon akan menjalani Tapisan Keselamatan (Security Vetting) dan Ujian Air Kencing (UAK) yang akan dikendalikan oleh pihak ABDB.

Proses Pemilihan

Pemohon yang telah memenuhi syarat-syarat kategori dan kemasukan akan dipanggil bagi mengikuti Proses Pemilihan sepertimana yang dihuraikan di bawah ini.

1.       Ujian Ketahanan Jasmani. Setiap pemohon akan mengikuti ujian ketahanan jasmani seperti berikut:

a.       Ujian Renang yang mana setiap pemohon akan berenang sejauh 50 meter dengan menggunakan Gaya Bebas dan Kuak Dada.

b.      Ujian Individual Fitness Assessment (IFA) yang mana setiap pemohon akan berlari sejauh 2.4km dan diikuti dengan ujian statik bagi menguji kecergasan tubuh badan iaitu Pull up, Sit-Up dan Push-Up dalam masa satu minit pada setiap ujian.

*Perlu diingatkan bahawa ujian IFA hanya akan dibuat oleh pemohon jika sekiranya pemohon tersebut lulus dalam ujian Renang. 

2.         Ujian Bertulis.   Pemohon hendaklah lulus dalam ke semua ujian bertulis iaitu Ujian Kemahiran Bahasa Melayu dan Ujian Psikologi.

3.         Pemeriksaan Pergigian.   Pemeriksaan pergigian hendaklah sihat (Fit Dental). Pemeriksaan dan keputusan ini diperiksa dan disahkan oleh Pegawai Perubatan ABDB.

4.       Pemeriksaan Kesihatan PULHHEEMS.    Pemohon hendaklah lulus dalam Pemeriksaan Kesihatan PULHHEEMS yang dikendalikan oleh pihak Pusat Khidmat Kesihatan dan Perubatan.

5.     Temuduga dan Penilaian Akhir.   Pemohon akan ditemuduga oleh unit-unit Angkatan Bersenjata Diraja Brunei yang dilantik.   Penilaian kemasukan ke unit-unit Angkatan Bersenjata Diraja Brunei akan dibuat oleh Badan Temuduga Angkatan Bersenjata Diraja Brunei yang bersidang kemudian.

Pemohon yang LULUS secara keseluruhannya dan yang telah DISOKONG PENUH oleh Badan Temuduga Angkatan Bersenjata Diraja Brunei akan diserahkan kepada Kompeni Rekrut Institut Latihan Angkatan Bersenjata Diraja Brunei, Penanjong Garison bagi mengikuti Latihan Holding Platoon selama 02 hingga 03 minggu sebelum melaksanakan Latihan Asas Ketenteraan selama 06 bulan.
