ROYAL BRUNEI NAVY COMMANDER

First Admiral Dato Seri Pahlawan Haji Othman bin Hj Suhaili @ Suhaily, PSPNB, SMB, PSB, MSc, mpat, psc, pwo, was born on 19 April 1970. He joined as a recruit in September 1988 and posted to Royal Brunei Navy (RBN) as a Naval Cadet on 17 March 1989 and attended the International Midshipman Course in Britannia Royal Naval College, Dartmouth and graduated in 1990.

Throughout his early service, First Admiral Dato Seri Pahlawan Haji Othman had the opportunity to attend various courses abroad namely Royal Australian Navy Training Detachment on board HMS IPSWICH (1990), Midshipman Sea Training Deployment with Republic Singapore Navy (1990), International Sub-Lieutenant Course in United Kingdom (1991), Ship Diver Course in Malaysia (1994), International Principle Warfare Officer course in United Kingdom (2000), Staff Course in Pakistan and several courses attended notably Executive Development Programme (EDP) in Public Policy and Management Course in National University Singapore (2009) and attended the Malaysian Armed Forces Defence College Course 34/2014 with Masters of Social Science in Malaysia.

First Admiral Dato Seri Pahlawan Haji Othman held various command appointments from Commanding Officer of Coastal Patrol Craft (CPC) namely KDB PEMBURU, KDB PENYERANG and KDB PERWIRA, also commanding one of the Missile Gun Boat (MGB) KDB SETERIA. Other appointments held include Diving Officer. He assumed as RBN Fleet Commander (2011)

His staff officer appointments were Military Assistant to Commander Royal Brunei Armed Forces (RBAF) (2007 to 2009), Base Commander (2010), Defence Adviser of Brunei Darussalam to Malaysia (2012 to 2013) and Head of Capability Development Cell (2015).

First Admiral Dato Seri Pahlawan Haji Othman was the Co-Chairman (Brunei Darussalam) of ADMM-Plus Expert Working Group (EWG) on Maritime Security together with New Zealand (2015-2017) During his chairmanship RBN had the honour to host the Field Training Exercise on Maritime Security and Counter Terrorism in 2016.

On 06 March 2015, First Admiral Dato Seri Pahlawan Haji Othman was appointed as The Deputy Commander of RBN before taking his current appointment as the Commander of RBN in 19 April 2019.

First Admiral Dato Seri Pahlawan Hj Othman was awarded with Darjah Setia Negara Brunei Yang Amat Bahagia, Darjah Keempat (2008) and Darjah Seri Paduka Mahkota Brunei Yang Amat Mulia, Darjah Ketiga (2015). On 15 July 2019, His Majesty Sultan Haji Hassanal Bolkiah Mu'izzadin Waddaulah Ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, The Sultan and Yang Di-Pertuan Of Brunei Darussalam bestowed the Darjah Pahlawan Negara Brunei Yang Amat Perkasa (The Most Gallant Order of Pahlawan Negara Brunei) First Class (PSPNB) which carries the title 'Dato Seri Pahlawan' to First Admiral Hj Othman.

First Admiral Dato Seri Pahlawan Haji Othman is married to Datin Nazatulshima binti Haji C.A. Mohamed and blessed with 03 sons and a daughter. He is into swimming, jogging and enjoys reading.

Pengiran Haji Mohammed Hasreen bin Pengiran Haji Ali Hassan
Director Performance Optimisation Centre


Colonel (U) Pengiran Haji Mohammed Hasreen bin Pengiran Haji Ali Hassan (preferred to be known as Pengiran Hasreen) was born on 26th July 1974. He started his military career when he enlisted into the RBAF on 3rd January 1994 and commissioned from the Royal Air Force College, Cranwell, United Kingdom on 9th February 1995. Upon commissioning, he was awarded the ‘Sarah Moland Memorial Prize for Outstanding Courage and Fortitude’. He holds a Post Graduate Diploma (PGDA) in Defence and Strategic Studies from Massey University, New Zealand (2011) and also a Masters of Science (M.Sc) in Defence Management from the Indonesian Defence University (2014).

Colonel Pengiran Hasreen is an Air Force Supply/Logistics Officer by vocation where he has attended various logistics courses in the United Kingdom (Supply Officer Training in 1997 and Intermediate Logistics Management Course in 2004) and Singapore (Army Advanced Logistics in 2010). Apart from logistics courses, Colonel Pengiran Hasreen has attended other courses such as Aviation Medicine (1995), Basic Manpower (1999) both in Singapore and the Junior Staff Course, New Zealand in 2002 where he was awarded the Best International Student Award for that course.  Colonel Pengiran Hasreen has held logistics post such as the Air Force Quartermaster (1996-1997), Flight Commander Technical Supply (2001-2005) and Officer Commanding Supply Squadron (2009-2012). However, throughout his career he has had the opportunity of holding several posts outside the logistics domain such as Staff Officer Grade 3 Personnel and Admin, RB Air Force Headquarters (1998-2000), Aide-de-Camp to His Royal Highness the Crown Prince, Senior Minister at the Prime Minister’s Office and General of the RBAF (2006-2009), Officer Commanding Administration Wing, RB Air Force HQ (2012-2014), Senior Directing Staff at the RBAF Command and Staff College (2014-2016), Chief Instructor at RBAF Defence Academy and currently Director Performance Optimisation Centre. Colonel Pengiran Hasreen had the privilege of attending the inaugural Royal Brunei Armed Forces Command and Staff Course in 2010-2011 and subsequently was selected to pursue his Masters at the Indonesian Defence University from 2012 to 2013. He has been bestowed the Darjah Setia Negara Brunei Yang Amat Bahagia Fourth Class (PSB) in 2011.

Colonel Pengiran Hasreen is happily married to Pengiran Hartini, a Clinical Psychologist and is blessed with 3 sons (Izz Khan, Zaydaan and Na’el) and a daughter (Nadyne). He is an ardent sportsman that includes triathlon, cycling and mid to long distance running where he has participated in marathons, half marathons and Half Ironman triathlon events both locally and internationally. He has been trying to pick up golf but has been unsuccessful for a number of times.


HISTORY OF POC

46th Anniversary Parade of the RBAF on 31 May 2007

His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam, in his Titah has welcomed the Ministry of Defence plan to establish a ‘Performance Optimisation Centre’ which includes Sports Science and Sports Medicine as an approach in maintaining and improving soldiers capability and performance.

“In line with developing and enhancing RBAF capability in all areas, the performance and well-being of its soldier must be maintained at the maximum level. RBAF must look towards the future and utilise the latest scientific knowledge and technology to optimise the soldier’s performance from conducting research and the evaluation of personal equipment and its impact on the individual, to the method of training them for combat support. A Performance Optimisation Centre therefore needs to be established to fulfill these requirements.”

Soldiers Fitness Management Group (SFMG)


RESPONSIBILITIES OF SMG :

•    Functions as the Secretariat for the RBAF Sports Council
•    To forecast RBAF’s annual sporting events
•    To ensure respective RBAF units conduct their assigned sporting activities accordingly
•    To plan and manage the budget for RBAF’s sporting events

Responsibilities of FMG:

•    Functions as the Career Manager for RBAF’s Physical Training Instructors (PTI)
•    To review and enhance RBAF’s fitness and training policies
•    To conduct mandatory courses for PTI at all levels (including personnel from other agencies)
•    To facilitate coaching and referee courses for RBAF personnel

HAJAH MARLIYANA BINTI HAJI ABDULLAH FUNG
Director of Development and Work Services

Hajah Marliyana binti Haji Abdullah Fung was appointed as the Director of Development and Work Services (DDWS) of the Ministry of Defence on January 2015. As the Director, her responsibility lies in leading the organization and convey organizational direction, values, policy and strategic objectives. She oversees the administration and management of DDWS and is also responsible for managing and administering Mindef & RBAF infrastructure development projects.

Right after graduating, she was enlisted into DDWS, Mindef as an Engineer in January 1992. She was the project officer for the planning and implementation of a major project; RBAF Lumut Camp. In her 24 years of service, she served in several appointments within DDWS, Mindef. Prior to her appointment as Director, she held the appointment of Assistant Director for 8 years where she led the DDWS management team and achieved the certification of ISO 9001 Quality Management System in 2009. She also led a team for the production of Mindef and RBAF Infrastructure Guidelines, which was officially launched on 13 June 2013. To add, she was also a Facilitator of DDWS Kumpulan Kerja Cemerlang (KKC).

She was appointed as the Executive Engineer in 2001 for the Head of Maintenance Work Services Section (now known as the Estate Maintenance Section), being actively involved with the improvements of RBAF camps maintenance system and was the Head of DDWS KKC project.

Hajah Marliyana attended the Brunei Executive Development Programme in Mindef in collaboration with Lee Kuan Yew School of Public Policy, National University of Singapore in 2008.

She received her secondary and pre-university education at Maktab Sains Paduka Seri Begawan Sultan. In 1988, she was awarded with a Government Scholarship to study Civil Engineering at the University of Leeds, England where she graduated with a Bachelor of Engineering with Honours in 1991. She is a Chartered Civil Engineer and attained membership to the Institution of Civil Engineers, UK on December 1998. She is also a member of Chartered Management Institute, UK since October 2015.

She has been conferred with State Decorations and Awards which include Pingat Indah Kerja Baik (P.I.K.B) for work merit, The Most Blessed Order of Setia Negara Brunei 4th Class (P.S.B) and Long Service Medal (P.K.L)

She is married to Haji Idris bin Haji Mohd Ali and has one son and two daughters. She enjoys travelling, cooking, piloxing, hi-lo toning and spending precious time with family.

BRIEF HISTORY
Before the Directorate of Development and Works Services (DDWS) was established in 1986, the Directorate was led by two main sections: Garrison Engineer (GE) and Project Liaison Officer (PLO). GE was responsible for maintaining all of RBAF estates, while PLO was responsible not only for planning but implementing new projects as well. After 1986, both sections were merged together to form the Directorate of Development and Work Services (DDWS).

ORGANISATION STRUCTURE
DIRECTORATE OF DEVELOPMENT AND WORK SERVICES (DDWS)






OVERVIEW
The Directorate of Development and Works Services (DDWS) is one of the nine (9) Directorates within the Ministry of Defence under the authority of the Permanent Secretary and is directly under the Deputy Permanent Secretary (Technology and Development). The Directorate is headed by a Director and supported by 2 Assistant Directors.

The Directorate has three sections namely Administration, Finance and Research & IT Section, Development Project Section, and Estate Maintenance Section. The total number of staffs is 165 personnel.

Administration, Finance and Research & IT Section is responsible for managing:
1.    General administration and training.
2.    Budget, payment and project monitoring & documentation.
3.    Research and  IT infrastructure & system.

Development Project Section is responsible for:
1.    Planning and implementing MINDEF infrastructure projects.
2.    Designing and preparing project cost estimates for budget application.
3.    Preparing tender documents and contracts.
4.    Coordinating and monitoring of projects from inception to completion.
5.    Preparing and verifying payments.

Estate Maintenance Section is responsible for:
1.    Planning and maintenance of buildings, facilities and mechanical & electrical (M&E) equipments within MINDEF.
2.    Providing technical advice and services to MINDEF.
3.     Preparing tender documents and contracts, and supervising the projects related to maintenance and term contracts.
4.    Providing assistance in MINDEF activities and events.
5.     Equipment write-off.



ACTIVITIES


Bureau Veritas Conducts Surveillance Audit on DDWS

The Directorate of Development and Work Services underwent a surveillance audit from 6 November 2019 to 7 November 2019. The audit was conducted by the certification company, Bureau Veritas. Bureau Veritas conducted the audit to grant the ISO 9001:2015 certification to DDWS back in December 2017. The audit was carried out first with the Management Representative and Top Management / Quality Management System of DDWS, before moving on to the Development Project Section, and Research and IT Unit. Over the two-day audit, the auditors also visited the Estate Maintenance Sections in Bangar Camp, Rimba Air Base, Tutong Camp, and Defence Academy, before holding a closing meeting on 7 November 2019.





POLITEKNIK BRUNEI STUDY VISIT TO SHHBIDSS, RBAF MUSEUM AND MRS

A total of twenty-seven (27) students undertaking a Diploma in Interior Design and their three (3) lecturers from the School of Science and Engineering from Politeknik Brunei performed a study visit to the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS), Royal Brunei Armed Forces (RBAF) Museum and Medical Reception Station (MRS) in the Bolkiah Garrison on the 1st October 2019. This visit is part of the Directorate of Development and Work Services’ cooperative efforts to provide learning experiences for the higher learning institutions in the country.

The study group was welcomed by the Director of SHHBIDSS, Muhd Shahrul Nizzam bin Umar, and DDWS Architect, Pg Jefri bin Pg Tajuddin, conducted the tour to present the green sustainable design concept of the Institute. The study group also visited the Royal Brunei Armed Forces Museum to observe the interior design and exhibits. The final location of the study visit was the Medical Reception Station where the industrial architect gave a briefing on the conceptual design of the new MRS Bolkiah, and how it evolved into the finished project. The group was met by the Chief Medical Officer, Col (Dr) Hj Awang Md Hafizul bin Hj Awang Hassan, at the end of their visit.




DDWS FAMILY DAY

MUARA, Friday, 6th September 2019 – The Directorate of Development and Work Services held their inaugural DDWS Family Day this afternoon at Muara Beach. The families of all the officers and staff of the Directorate were invited, culminating in an attendance of over 100 people. The event was a good opportunity to foster closer relationships between colleagues, allowing them to get to know each other and their families better. Games such as Guess the Weight, Catch the Dragon’s Tail, a mini tug-of-war tournament, a colouring contest, a mini-treasure hunt based on general DDWS knowledge, and a relay race involving coconut bowling, sorting sweets by colour and frog-jumping, were organized to entertain the children and encourage all participants to have fun and enjoy their precious time with their colleagues, friends and family. The event ended with the presentation of prizes for the games and a group photo to commemorate the occasion.





PUBLIC WORKS DEPARTMENT VISIT TO DDWS, MINDEF HQ

Members of the Public Works Department (PWD), Ministry of Development made a work visit to the Directorate of Development and Work Services (DDWS) on the 9th of July 2019. 

Upon arrival, the Director of Development and Work Services, Hjh Marliyana binti Hj Abdullah Fung, and Assistant Director 2, Dk Roselawati binti Pg Hj Halus, welcomed the twenty-two (22) visitors from all four (4) district branches, headed by the ex-Acting Director of Building Services, Hjh Mastura binti Hj Sulaiman, and Acting Director of Building Services, Hj Awang Azahar bin Hj Awang Adenan. 

In her welcoming speech, the Director of Development and Work Services explained the concept and advantages of integrated Facility Management (FM) contracts which DDWS is currently in the process of implementing across all Ministry of Defence and Royal Brunei Armed Forces estates. The work visit was conducted so the visitors may study DDWS’ management system and the techniques implemented by the Facility Management system in Bolkiah Garrison. 

The agenda ended with a visit to the FM Bolkiah office.




DDWS CELEBRATES HARI RAYA WHILE HONOURING PERSONNEL

On the 21st of June 2019, the Directorate of Development and Works Services celebrated Hari Raya Aidilfitri as a department at a hotel in Beribi. Hosted by the Estate Maintenance Sections of Penanjong Garrison and Muara Naval Base, the event allowed the members of the Directorate to come together and celebrate the month of Syawal. The event also commemorated the retirement of five (5) of our officers, Executive Engineer (Mechanical & Electrical) Abdul Shaib bin Hj Abdul Mumin, Engineer, Mohd Sofian bin Morni, Quantity Surveyor, John Wong Chi Ming, Electrician Grade 1, Md Idris bin Hj Nordin and Electrician, Goh Tee Hock.

The Directorate also used the opportunity to award the Excellent Employee Award to Project Officer, Nor A’uyun binti Hj Talib in Division II, Chief Technical Assistant, Dyg Hjh Noorzailahwathy binti Hj Lakim in Division III and Assistant Clerk, Hjh Rokiah binti Hj Matdaud in Division IV. This award is bestowed upon those whom the Directorate recognizes as highly dedicated to their work, which shows in the quality of their product and efficacy of their solutions.



DDWS STUDENTS WIN BEST CONCEPT

Three (3) Directorate of Development and Work Services officers were invited to Politeknik Brunei’s Architecture & Interior Design Exhibition on the 27th of April 2019 in the Airport Mall Atrium.

Architects, Pg Jefri bin Pg Tajuddin and Pg Nur Diyanah binti Pg Anak Hj Damit Baharuddin, and Senior Draftsman, Hjh Mas Suryana binti Mohammed Don mentored three (3) students of Architecture and Interior Design from Politeknik Brunei for three (3) months. During the exhibition, the officers were presented with certificates of appreciation for mentoring the students for their final year project. One of the students, Abdul Afiq ‘Izzuddin bin Hj Mardini, also won the prize for Best Concept, for his project to renovate a house in Jalan Maulana, Kuala Belait, into an Islamic Daycare.

This is part of the Directorate’s initiative that invites students to approach the Directorate to learn the skills of the trade, allowing the Directorate of Development and Work Services to act as a learning hub and partner with higher education institutions in Brunei Darussalam.




DDWS BIDS FAREWELL TO THREE (3) VALUED OFFICERS

The Directorate of Development and Works Services held an appreciation and farewell breakfast on Saturday, the 27th April 2019 to commemorate the retirement of three (3) of our valued officers. Executive Engineer (Mechanical & Electrical) Abdul Shaib bin Hj Abdul Mumin, Engineer, Mohd Sofian bin Morni and Quantity Surveyor, John Wong Chi Ming, retired early this year. As a token of appreciation and to send them off right, the Directorate pooled to present crystal plaques to the officers during their appreciation breakfast held at Seasons Restaurant, to thank them for their years of service. The Directorate wishes these officers luck with their future endeavours.





5th DDWS TEN PIN BOWLING TOURNAMENT 2019

The Directorate of Development and Work Services held their 5th DDWS Ten Pin Bowling Tournament on the 1st of March 2019. The two-day event was held at the Utama iBowl during the Friday afternoon MinDef sports sessions of the 1st of March 2019 and the 8th of March 2019. A total of 114 players spread over 17 teams – the highest turnout since the inaugural event in 2010. The last DDWS Ten Pin Bowling Tournament was held in 2017, hosted by the Estate Maintenance Section (EMS) Bolkiah.

The event brought together DDWS staff members stationed all over Brunei, from Lumut to Temburong, helping to foster a closer relationship among these colleagues that were regularly posted so far from each other. It provided an avenue of healthy competition as participants took to the lanes to practice before the tournament.

The tournament also provided an avenue of creativity as teams sought to win the prize for Best Dressed Team, which was ultimately won by the team, 7 Wonders. The prize for New Fashion Breakthrough was awarded to the team, Spinning Queens. The prize for Best Male Player was awarded to Ak Hj Khairus Syahidin bin Pg Hj Sasufidin while the prize for Best Female Player was awarded to Nur Hafidah bte Hj Mohd Said. The event culminated with the team, DA Strikers, walking home with the grand prize as the winning team for the 5th DDWS Ten Pin Bowling Tournament 2019.




DEPARTMENT OF CIVIL AVIATION VISIT TO DDWS HQ

The Department of Civil Aviation visited the Directorate of Development and Work Services on the 4th of March 2019.

The visitors were interested in studying the Directorate’s management system and techniques of the Facilities Management System currently being implemented in the Bolkiah Garrison. The nine (9) visitors, led by Executive Engineer, Pg Roslan Pg Haji Badaruddin, were greeted by Dk Roselawati binti Pg Hj Halus, the Assistant Director 2 of the Directorate who heads the Estate Maintenance Section.




BRUNEI POLYTECHNIC STUDY VISIT TO DEFENCE ACADEMY

Students undertaking their second year of study for a Diploma in Architecture conducted a study visit to the Defence Academy in Kg Tanah on the 24th of January 2019.

The students were interested in studying the design aspects of architecture at the Defence Academy and the RBAF Museum. The twenty (20) students, one (1) lecturer and three (3) Directorate of Development and Work Services (DDWS) attachment students visited the Parade Square, Surau, Ceremonial Hall, Auditorium, Library, Mess, Lecture Hall, Headquarters and Basic Obstacle Course of the Defence Academy. The visit was led by architect Pg Jefri bin Pg Tajuddin, who works with the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, 659 Major Hj Mohd Amin bin Awg Hj Mahmud.




ROYAL BRUNEI POLICE FORCE & DEPARTMENT OF DEVELOPMENT VISIT DEFENCE ACADEMY

Ten (10) personnel from the Royal Brunei Police Force (RBPF) and fifteen (15) personnel from the Department of Development (DoD), Public Works Department (PWD), Ministry of Development (MoD), visited the Defence Academy in Kg Tanah Jambu on the 15th of November 2018.

The visitors were interested in studying the Defence Academy as a model for a proposed new Police Academy for recruits and officers. They visited the Parade Square, Ceremonial Hall, Auditorium, Library, Mess, Accommodation Block, Lecture Hall, Headquarters and Basic Obstacle Course of the Defence Academy. The visit was led by Dyg Sabrina binti Hamidon, Assistant Director 1 of the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, 659 Major Hj Mohd Amin bin Awg Hj Mahmud.


BRUNEI POLYTECHNIC STUDY VISIT TO DEFENCE ACADEMY AND ROYAL BRUNEI ARMED FORCES MUSEUM

Students undertaking their final year of study for a Diploma in Architecture and a Diploma in Interior Design conducted a study visit the Defence Academy in Kg Tanah Jambu and the Royal Brunei Armed Forces (RBAF) Museum in Bolkiah Garrison on the 8th of October 2018.

The students were interested in studying the design aspects of architecture and interior design at the Defence Academy and the RBAF Museum. The forty-six (46) students and two (2) lecturers visited the Parade Square, Ceremonial Hall, Auditorium, Library, Mess, Accommodation Block, Lecture Hall and Headquarters of the Defence Academy, before making their way to Bolkiah Garrison to visit the RBAF Museum. The visit was led by architect Pg Jefri bin Pg Tajuddin, who works with the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, 659 Major Hj Mohd Amin bin Awg Hj Mahmud.

DDWS ISO 9001 QUALITY MANAGEMENT SYSTEM CERTIFICATION
The first certification of ISO 9001:2008 Standard Quality Management System was achieved by DDWS as early as 2009. The certification is awarded based on the management and implementation of MinDef projects, maintenance management of MinDef Estates, general administration and management of budget for DDWS. This multi-site certification applies to the DDWS HQ, Development Project Section, Estate Maintenance Section and its branches, as well as the Administration and Finance Section.

Meanwhile, the new certification of ISO 9001:2015 has just awarded in December 2017. This is based on the overall audit process and the outcome of the certification audit which concluded that DDWS has satisfactorily implemented standard requirements of ISO 9001:2015 and adopted process approach and risk based thinking in its quality management system. DDWS has established and maintained its management system in line with the requirements of the standard(s) and demonstrated the ability of the system to achieve requirements for products and/or services within the scope and the organization’s policy and objectives. The scope of certification includes: management of MinDef Infrastructure development projects; maintenance management of MinDef Estates; general administration of DDWS; management of budget for DDWS; and management of research, information technology and system for DDWS.

DIRECTORATE OF INTELLIGENCE


COLONEL (U) HAJI MOHAMMAD MULUDDIN BIN AWANG HAJI LATIF
      Director of Intelligence

Colonel (U) Haji Mohd Muluddin bin Awang Haji Latif enlisted into the Royal Brunei Armed Forces (RBAF) in August 2000. In March 2001, he graduated his initial officer training in Trentham, New Zealand. Several months after completing his officer training, he was sent for his OJT to the 408 Tactical Helicopter Squadron, Edmonton, Alberta, Canada and later underwent his Aerospace Engineering Officer training in Canada. As part of his engineering tour back then, he was posted in various Engineering and Maintenance Squadrons within Royal Brunei Air Force, including leading the No. 1 Squadron (BO105 aircraft Squadron) – now known as No. 52 Squadron. He was then posted to lead the Bell 212 helicopters and subsequently led Blackhawk S70A (No 54 Sqn) and CASA and CN235 (No. 55 Sqn). 

Throughout his career, Colonel (U) Haji Mohd Muluddin has held several important posts within the Ministry where he was Staff Officer Grade 2 (SO2) Maintenance (Plans) and later posted as Staff Officer Grade 1 (SO1) Logistics within Directorate of Logistics. He also held a position as Acting Director of Logistics in 2010 and later from 2012 to 2013, was posted to Directorate of Force Capability Development as Staff Officer 1 (SO1) Air Capability. In 2013, he was posted to the United States as the Head of RPP for the Hummingbird project and later returning in 2014, took up the position as Director for the Directorate of Force Capability Development. Prior to taking up his current post on 1 July 2019, he served as Defence Attache in the United States. Within his tenure, he had been heavily involved in project management, enhancement projects, military acquisitions, soldier modernisation and upgrades of RBAF assets. Throughout his service, he has attended many courses namely along the lines of aerospace engineer, defence acquisition and logisitics management course. The last course attended was the Executive Development Programme (EDP) in 2012.

He holds an MBA (Strategy) from Nanyang Business School, a MSc & DIC Composite Materials 1999, from Imperial College of Science and Technology and Medicine, London and a B Eng (Hons) in Manufacturing Engineering and Management 1998, Strathclyde University, Scotland, UK.

He was awarded by His Majesty The Sultan and Yang Di-Pertuan of Brunei Darussalam with The Most Blessed Order of Setia Negara Brunei 4th Class (Darjah Setia Negara Brunei Yang Amat Bahagia, Darjah Keempat)-PSB in 2016.

He is married to Dyg Mariati binti Haji Kipli and blessed with four children. He enjoys keeping fit and playing golf.

INTRODUCTION

The Directorate of Intelligence is one of the three military Directorates within the Ministry of Defence alongside Personnel and Logistics.  Prior to July 2012, this directorate was also responsible to oversee matters of Security before that function was handed over to the Defence Security Branch, Directorate of Strategic Planning/The Defence Minister’s Office.


VISION AND MISSION

The Directorate’s vision is to provide superior intelligence that would ensure success and effectiveness of any operations.  In relations to this, the Directorate’s mission is to enhance strategic military intelligence capability of the Royal Brunei Armed Forces and the Ministry of Defence.

ROLES

The Directorate of Intelligence has four (4) major roles, which are:    

a.    Provide intelligence services in a timely and accurate manner;


b.    To provide strategic and operational military threat assessment for the  country, MINDEF and the Royal Brunei Armed Forces (RBAF);


c.    As a point of contact for all kinds of interactions between the MINDEF and foreign defence organizations as well as foreign missions in Brunei Darussalam;


d.    To produce and oversee the implementatoin of intelligence and training policies for MINDEF and RBAF personnel.

Roles and Responsibilities

In supporting the directorate’s vision, mission and roles, the four branches within the directorate are tasked with roles and ressponsibilities as shown.


Intelligence and Operations

The Intelligence and Operations branch is responsible in:

a.    Acting as the information manager, to manage the collection of data and information to support and assist research tasks and security operations;

b.   Coordinating intelligence activities;  

c.    Updating the Joint Intelligence Doctrine;

d.  Overseeing the execution of roles by units and sections under the Intelligence Branch which are the Imagery Cell, Mapping Cell, Intelligence Information System Cell and the Intelligence Operations Cell.


Research

The Research branch’s major roles are undertaking research on defence and strategic issues, responding to information requirements from top echelons, and updating the Directorate of Intelligence information database.


Foreign Military Liaison/Defence Attaches

With regards to the Foreign Military Liaison Branch, its main roles and responsibilities include:

a.    Acting as the focal point for corespondence and communications by foreign military organizations with MINDEF and RBAF;

b.    Planning, coordinating and organising visits by senior foreign military leaders for the Commander of RBAF;

c.    The branch also oversees the administrative functions of the offices of the Defense Attaches and Defence Advisers of Brunei Darussalam abroad.

Brunei Darussalam has placed Defence Attaches/Advisors in nine (9) countries which are Indonesia, Malaysia, Singapore, Philippines, Vietnam, People’s Republic of China, United Kingdom, the US and Thailand.

Intelligence Training Wing

Intelligence Training Wing is responsible in designing, planning and executing training programmes in order to:

a.    Fulfill MINDEF and RBAFs requirement of sufficiently trained intelligence operatives;

b.    Maintaing acceptable standard of intelligence personnel


ACTIVITIES

Defence Diplomacy and Cooperation.

The Directorate of Intelligence also contributes to the defence diplomacy and cooperation efforts at the regional and international levels.  These are through its participations in meetings and gatherings such as the ASEAN Military Intelligence Informal Meeting (AMIIM) and the Asia Pacific Intelligence Chiefs Conference (APICC). The Directorate of Intelligence Is also an active participant in the ASEAN Militaries Analysts-to-Analysts Intelligence Exchange (AMAAIE) in Manila, Philippines and Jakarta, Indonesia respectively. It hosted AMAAIE just recently in May 2015 in Brunei Darussalam. Interactions from these Meetings are regarded as important platforms for confidence building and enhancing cooperation and military relations between countries.

Recently, the Directorate of Intelligence, together with United States Pacific Command (USPACOM) had co-chaired the 8th APICC, held in Negara Brunei Darussalam, for the first time, from 6th September until 9th September 2015.  The conference hosted participants from twenty five (25) countries from the Asia Pacific Region including the US, the UK, Australia and France, just to name a few.

In the effort to establish and enhance networking with regional and international military intelligence establishments, the Directorate of Intelligence is also actively cooperating in bilateral intelligence exchanges (INTELEXES) with the military intelligence agencies of friendly countries.  The benefits from these INTELEXES are two-folds, firstly, sharing of information and perspectives on the security issues of respective countries as well as security issues of common concerns. Secondly the exchanges promote closer defence relations with the partners hence enriching the defence diplomacy drive. The Directorate of Intelligence currently holds regular INTELEXES with the US, Malaysia, Singapore, Philippines, Australia, Indonesia, Thailand and Vietnam.

PENGAMBILAN BAKAL REKRUT LELAKI

ANGKATAN BERSENJATA DIRAJA BRUNEI 

 Berikut adalah syarat-syarat kategori dan kemasukan serta proses pemilihan bagi yang berminat untuk menceburi Kerjaya Tentera sebagai Bakal Rekrut Lelaki Angkatan Bersenjata Diraja Brunei.

Syarat-Syarat Kategori

Pemohon yang berminat untuk menceburi kerjaya tentera hendaklah terdiri daripada dua kategori yang telah ditetapkan.

1.         Bagi Kategori A, syarat-syarat kemasukan adalah seperti berikut:

a.         Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam dan mempunyai Kad Pintar yang berwarna 'KUNING' sahaja.
b.         Pemohon hendaklah dilahirkan di Negara Brunei Darussalam.
c.         Tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).

2.        Bagi Kategori B, syarat-syarat kemasukan adalah seperti berikut:

a.    Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam.   Pemohon hendaklah mempunyai suratkuasa undang-undang negara bertulis mengenai dengan KERAKYATAN serta mempunyai Kad Pintar yang berwarna 'KUNING' sahaja.
b.         Pemohon hendaklah dilahirkan di Negara Brunei Darussalam.
c.         Pemohon bukan tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).
d.         Pemohon hendaklah berugama Islam dan menurut adat resam Melayu.
e.      Pemohon dikehendaki untuk menghadapkan surat permohonan ke pihak ABDB beserta dengan risalah yang diperlukan bagi tindakan lanjut.

Syarat-Syarat Kemasukan

Pemohon yang berminat untuk menceburi kerjaya tentera mestilah memenuhi syarat-syarat kemasukan yang telah di tetapkan sepertimana yang dihuraikan di bawah ini.

1.        Taraf Kelamin. Pemohon berstatus Bujang atau berkahwin.

2.       Umur. Pemohon hendaklah berumur di antara 18 tahun sehingga 25 tahun 0 bulan 0 hari (semasa bermulanya tarikh Penyerahan Bakal Rekrut atau Holding Platoon dilaksanakan).

3.        Ketinggian Badan. Pemohon hendaklah mempunyai ketinggian 155cm (05 Kaki 01 Inci).

4.        Indek Jisim Tubuh (Body Mass Index). Pemohon hendaklah mempunyai keputusan Indek Jisim Tubuh antara 19 hingga 27.

5.        Kelayakan Akademik. Pemohon hendaklah mempunyai kelulusan seperti berikut:

a.         Minima 2 Kredit (Gred A, B atau C) Sijil Am Pelajaran Brunei-Cambridge Peringkat Biasa 'O' Level di dalam apa sahaja mata pelajaran.

b.        BTEC Level 2  Extended Certificate atau BDTVEC Skill Certificate 2 atau ISQ (Industrial Skill Qualification) atau NTC 2 (National Trade Certificate) atau yang sebanding dengannya.

c.        Kelulusan akademik yang lebih tinggi adalah menjadi satu kelebihan.

6.      Tahap Kesihatan. Pemohon dikehendaki untuk mengisi Borang Deklarasi Kesihatan dan akan menjalani pemeriksaan kelayakan kesihatan sebelum mengikuti proses pemilihan awal.   Pemohon hendaklah sihat dan tidak cacat anggota, tidak mempunyai masalah kesihatan seperti penyakit kronik, masalah pernafasan, masalah jantung, masalah mental serta bekas kecederaan teruk seperti patah pada bahagian anggota tubuh badan dan sebagainya.   Tidak cacat pendengaran dan penglihatan serta tidak rabun warna.   Mempunyai tahap kesihatan gigi yang baik.

7.        Tapisan Keselamatan. Setiap pemohon hendaklah bebas daripada sebarang

kesalahan awam atau jenayah, tidak pernah disabit atau diadu, tidak pernah terlibat dengan mana-mana kesalahan yang melibatkan agensi luar seperti Pasukan Polis Diraja Brunei, Mahkamah Awam dan Syariah, Biro Kawalan Narkotik, Biro Mencegah Rasuah dan sebagainya.   Setiap pemohon akan menjalani Tapisan Keselamatan (Security Vetting) dan Ujian Air Kencing (UAK) yang akan dikendalikan oleh pihak ABDB.

Proses Pemilihan

Pemohon yang telah memenuhi syarat-syarat kategori dan kemasukan akan dipanggil bagi mengikuti Proses Pemilihan sepertimana yang dihuraikan di bawah ini.

1.       Ujian Ketahanan Jasmani. Setiap pemohon akan mengikuti ujian ketahanan jasmani seperti berikut:

a.       Ujian Renang yang mana setiap pemohon akan berenang sejauh 50 meter dengan menggunakan Gaya Bebas dan Kuak Dada.

b.      Ujian Individual Fitness Assessment (IFA) yang mana setiap pemohon akan berlari sejauh 2.4km dan diikuti dengan ujian statik bagi menguji kecergasan tubuh badan iaitu Heaving, Sit-Up and Push-Up dalam masa satu minit pada setiap ujian.

*Perlu diingatkan bahawa ujian IFA hanya akan dibuat oleh pemohon jika sekiranya pemohon tersebut lulus dalam ujian Renang.

2.         Ujian Bertulis.   Pemohon hendaklah lulus dalam ke semua ujian bertulis yang dikendalikan seperti berikut:

a.         Ujian Kemahiran Bahasa Melayu.

b.         Ujian Psikologi dan Literasi (Brunei Armed Forces Recruit Battery–BARB).

c.         Ujian Standard Score Grading (SSG).

3.       Pemeriksaan PULHEEMS.    Pemohon hendaklah lulus dalam pemeriksaan PULHEEMS yang dikendalikan oleh pihak Pusat Khidmat Kesihatan dan Perubatan.

4.     Temuduga dan Penilaian Akhir.   Pemohon akan ditemuduga oleh unit-unit Angkatan Bersenjata Diraja Brunei yang dilantik.   Penilaian kemasukan ke unit-unit Angkatan Bersenjata Diraja Brunei akan dibuat oleh Badan Temuduga Angkatan Bersenjata Diraja Brunei yang bersidang kemudian.

Pemohon yang LULUS secara keseluruhannya dan yang telah DISOKONG PENUH oleh Badan Temuduga Angkatan Bersenjata Diraja Brunei akan diserahkan kepada Kompeni Rekrut Institut Latihan Angkatan Bersenjata Diraja Brunei, Penanjong Garison bagi mengikuti Latihan Holding Platoon selama 02 hingga 03 minggu sebelum melaksanakan Latihan Asas Ketenteraan selama 06 bulan.

4.        Indek Jisim Tubuh (Body Mass Index). Pemohon hendaklah mempunyai keputusan Indek Jisim Tubuh antara 19 hingga 27.

5.        Kelayakan Akademik. Pemohon hendaklah mempunyai kelulusan seperti berikut:

a.         Minima 2 Kredit (Gred A, B atau C) Sijil Am Pelajaran Brunei-Cambridge Peringkat Biasa 'O' Level di dalam apa sahaja mata pelajaran.

b.        BTEC Level 2  Extended Certificate atau BDTVEC Skill Certificate 2 atau ISQ (Industrial Skill Qualification) atau NTC 2 (National Trade Certificate) atau yang sebanding dengannya.

c.         Kelulusan akademik yang lebih tinggi adalah menjadi satu kelebihan.

6.       Tahap Kesihatan.Pemohon dikehendaki untuk mengisi Borang Deklarasi Kesihatan dan akan menjalani pemeriksaan kelayakan kesihatan sebelum mengikuti proses pemilihan awal.   Pemohon hendaklah sihat dan tidak cacat anggota, tidak mempunyai masalah kesihatan seperti penyakit kronik, masalah pernafasan, masalah jantung, masalah mental serta bekas kecederaan teruk seperti patah pada bahagian anggota tubuh badan dan sebagainya.   Tidak cacat pendengaran dan penglihatan serta tidak rabun warna.   Mempunyai tahap kesihatan gigi yang baik.

7.        Tapisan Keselamatan. Setiap pemohon hendaklah bebas daripada sebarang

kesalahan awam atau jenayah, tidak pernah disabit atau diadu, tidak pernah terlibat dengan mana-mana kesalahan yang melibatkan agensi luar seperti Pasukan Polis Diraja Brunei, Mahkamah Awam dan Syariah, Biro Kawalan Narkotik, Biro Mencegah Rasuah dan sebagainya.   Setiap pemohon akan menjalani Tapisan Keselamatan (Security Vetting) dan Ujian Air Kencing (UAK) yang akan dikendalikan oleh pihak ABDB.

Proses Pemilihan

Pemohon yang telah memenuhi syarat-syarat kategori dan kemasukan akan dipanggil bagi mengikuti Proses Pemilihan sepertimana yang dihuraikan di bawah ini.

1.        Ujian Ketahanan Jasmani. Setiap pemohon akan mengikuti ujian ketahanan jasmani seperti berikut:

a.        Ujian Renang yang mana setiap pemohon akan berenang sejauh 50 meter dengan menggunakan Gaya Bebas dan Kuak Dada.

b.       Ujian Individual Fitness Assessment (IFA) yang mana setiap pemohon akan berlari sejauh 2.4km dan diikuti dengan ujian statik bagi menguji kecergasan tubuh badan iaitu Pull-Up, Sit-Up and Push-Up dalam masa satu minit pada setiap ujian.

*Perlu diingatkan bahawa ujian IFA hanya akan dibuat oleh pemohon jika sekiranya pemohon tersebut lulus dalam ujian Renang.

2.         Ujian Bertulis.   Pemohon hendaklah lulus dalam ke semua ujian bertulis yang dikendalikan seperti berikut:

a.         Ujian Kemahiran Bahasa Melayu.

b.         Ujian Psikologi dan Literasi (Brunei Armed Forces Recruit Battery–BARB).

3.      Pemeriksaan PULHEEMS.      Pemohon hendaklah lulus dalam pemeriksaan PULHEEMS yang dikendalikan oleh pihak Pusat Khidmat Kesihatan dan Perubatan.

4.         Temuduga dan Penilaian Akhir.   Pemohon akan ditemuduga oleh Badan Temuduga Angkatan Bersenjata Diraja Brunei yang dilantik.

Pemohon yang LULUS secara keseluruhannya dan yang telah DISOKONG PENUH oleh Badan Temuduga Angkatan Bersenjata Diraja Brunei akan diserahkan kepada Kompeni Rekrut Institut Latihan Angkatan Bersenjata Diraja Brunei, Penanjong Garison bagi mengikuti Latihan Holding Platoon selama 02 hingga 03 minggu sebelum melaksanakan Latihan Asas Ketenteraan selama 03 bulan.

SYARAT-SYARAT KELAYAKAN DAN KEMASUKAN BAGI

PENGAMBILAN BAKAL PEGAWAI KADET LELAKI DAN WANITA

ANGKATAN BERSENJATA DIRAJA BRUNEI 

            Berikut adalah syarat-syarat kategori dan kemasukan bagi yang berminat untuk menceburi Kerjaya Tentera sebagai Bakal Pegawai Kadet Lelaki dan Wanita Pengambilan Pegawai Kadet Angkatan Bersenjata Diraja Brunei.

Syarat-Syarat Kategori

Pemohon yang berminat untuk menceburi kerjaya tentera hendaklah terdiri daripada dua kategori yang telah ditetapkan.

1.       Bagi Kategori A, syarat-syarat kemasukan adalah seperti berikut:

a.      Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam dan mempunyai Kad Pintar yang berwarna 'KUNING' sahaja.

b.      Pemohon hendaklah dilahirkan di Negara Brunei Darussalam.

c.       Tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).


2.      Bagi Kategori B, syarat-syarat kemasukan adalah seperti berikut:

a.     Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam.   Pemohon hendaklah mempunyai suratkuasa undang-undang negara bertulis mengenai dengan KERAKYATAN serta mempunyai Kad Pintar yang berwarna 'KUNING' sahaja.

b.      Pemohon hendaklah dilahirkan di Negara Brunei Darussalam

c.       Pemohon bukan tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).

d.      Pemohon hendaklah berugama Islam dan menurut adat resam Melayu.

e.      Pemohon dikehendaki untuk menghadapkan surat permohonan ke pihak ABDB beserta dengan risalah yang diperlukan bagi tindakan lanjut.


Syarat-Syarat Kemasukan

Pemohon yang berminat untuk menceburi kerjaya tentera mestilah memenuhi syarat-syarat kemasukan yang telah di tetapkan sepertimana yang dihuraikan di bawah ini.

1.      Taraf Kelamin. Pemohon hendaklah berstatus Bujang, belum pernah berkahwin dan tidak mempunyai anak.

2.     Umur.  Pemohon hendaklah berumur di antara 18 tahun sehingga 28 tahun 0 bulan 0 hari (semasa bermulanya tarikh Badan Penauliahan Angkatan Bersenjata Diraja Brunei dilaksanakan).

3.     Ketinggian Badan. Pemohon hendaklah mempunyai ketinggian 160cm (05 Kaki 03 Inci) bagi bakal Pegawai Kadet Lelaki dan 152cm (05 Kaki) bagi bakal Pegawai Kadet Wanita.

4.      Indek Jisim Tubuh (Body Mass Index). Pemohon hendaklah mempunyai keputusan Indek Jisim Tubuh antara 19 hingga 27.

5.     Kelayakan Akademik. Kelayakan minima bagi pemohon adalah Diploma Tertinggi Kebangsaan (HND) di dalam apa jua bidang yang diceburi. Kelayakan Akademik yang lebih tinggi adalah menjadi keutamaan seperti Sarjana Muda (Degree) dan Sarjana (Master).

6.    Tahap Kesihatan. Pemohon dikehendaki untuk mengisi Borang Deklarasi Kesihatan dan akan menjalani pemeriksaan kelayakan kesihatan sebelum mengikuti proses pemilihan awal.   Pemohon hendaklah sihat dan tidak cacat anggota, tidak mempunyai masalah kesihatan seperti penyakit kronik, masalah pernafasan, masalah jantung, masalah mental serta bekas kecederaan teruk seperti patah pada bahagian anggota tubuh badan dan sebagainya.   Tidak cacat pendengaran dan penglihatan serta tidak rabun warna.   Mempunyai tahap kesihatan gigi yang baik.

2.      Ujian Bertulis. Pemohon hendaklah lulus dalam ujian bertulis iaitu Ujian Kemahiran Bahasa Inggeris dan Ujian Psikologi.

3.     Badan Penauliahan Angkatan Bersenjata Diraja Brunei.   Badan Penauliahan Angkatan Bersenjata Diraja Brunei merupakan satu badan yang bersidang dalam pemilihan Bakal Pegawai Kadet Lelaki dan Wanita yang dikendalikan dalam jangkamasa 04 hingga 05 hari.   Beberapa fasa akan dilaksanakan seperti Suitability For Training, Ability To Think Rationally and Critically, Ability To Lead.

4.    Pemeriksaan PULHEEMS. Pemohon hendaklah lulus dalam pemeriksaan PULHEEMS yang dikendalikan oleh pihak Pusat Khidmat Kesihatan dan Perubatan.


Pemohon yang LULUS secara keseluruhannya dan yang telah DISOKONG PENUH oleh Badan Penauliahan Angkatan Bersenjata Diraja Brunei akan mengikuti Latihan Pengenalan Awal dan tempoh Kursus Pegawai Kadet selama 52 minggu di Sekolah Pegawai Kadet Akademi Pertahanan Angkatan Bersenjata Diraja Brunei, Kampung Tanah Jambu.

SYARAT-SYARAT KELAYAKAN DAN KEMASUKAN BAGI

PENGAMBILAN BAKAL REKRUT LELAKI

ANGKATAN BERSENJATA DIRAJA BRUNEI 

 Berikut adalah syarat-syarat kategori dan kemasukan serta proses pemilihan bagi yang berminat untuk menceburi Kerjaya Tentera sebagai Bakal Rekrut Lelaki Angkatan Bersenjata Diraja Brunei.

Syarat-Syarat Kategori

Pemohon yang berminat untuk menceburi kerjaya tentera hendaklah terdiri daripada dua kategori yang telah ditetapkan.

1.         Bagi Kategori A, syarat-syarat kemasukan adalah seperti berikut:

a.         Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam dan mempunyai Kad Pintar yang berwarna 'KUNING' sahaja.
b.         Pemohon hendaklah dilahirkan di Negara Brunei Darussalam.
c.         Tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).

2.        Bagi Kategori B, syarat-syarat kemasukan adalah seperti berikut:

a.    Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam.   Pemohon hendaklah mempunyai suratkuasa undang-undang negara bertulis mengenai dengan KERAKYATAN serta mempunyai Kad Pintar yang berwarna 'KUNING' sahaja.
b.         Pemohon hendaklah dilahirkan di Negara Brunei Darussalam.
c.         Pemohon bukan tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).
d.         Pemohon hendaklah berugama Islam dan menurut adat resam Melayu.
e.      Pemohon dikehendaki untuk menghadapkan surat permohonan ke pihak ABDB beserta dengan risalah yang diperlukan bagi tindakan lanjut.

Syarat-Syarat Kemasukan

Pemohon yang berminat untuk menceburi kerjaya tentera mestilah memenuhi syarat-syarat kemasukan yang telah di tetapkan sepertimana yang dihuraikan di bawah ini.

1.        Taraf Kelamin. Pemohon berstatus Bujang atau berkahwin.

2.       Umur. Pemohon hendaklah berumur di antara 18 tahun sehingga 25 tahun 0 bulan 0 hari (semasa bermulanya tarikh Penyerahan Bakal Rekrut atau Holding Platoon dilaksanakan).

3.        Ketinggian Badan. Pemohon hendaklah mempunyai ketinggian 155cm (05 Kaki 01 Inci).

4.        Indek Jisim Tubuh (Body Mass Index). Pemohon hendaklah mempunyai keputusan Indek Jisim Tubuh antara 19 hingga 27.

5.        Kelayakan Akademik. Pemohon hendaklah mempunyai kelulusan seperti berikut:

a.         Minima 2 Kredit (Gred A, B atau C) Sijil Am Pelajaran Brunei-Cambridge Peringkat Biasa 'O' Level di dalam apa sahaja mata pelajaran.

b.        BTEC Level 2  Extended Certificate atau BDTVEC Skill Certificate 2 atau ISQ (Industrial Skill Qualification) atau NTC 2 (National Trade Certificate) atau yang sebanding dengannya.

c.        Kelulusan akademik yang lebih tinggi adalah menjadi satu kelebihan.

6.      Tahap Kesihatan. Pemohon dikehendaki untuk mengisi Borang Deklarasi Kesihatan dan akan menjalani pemeriksaan kelayakan kesihatan sebelum mengikuti proses pemilihan awal.   Pemohon hendaklah sihat dan tidak cacat anggota, tidak mempunyai masalah kesihatan seperti penyakit kronik, masalah pernafasan, masalah jantung, masalah mental serta bekas kecederaan teruk seperti patah pada bahagian anggota tubuh badan dan sebagainya.   Tidak cacat pendengaran dan penglihatan serta tidak rabun warna.   Mempunyai tahap kesihatan gigi yang baik.

7.        Tapisan Keselamatan. Setiap pemohon hendaklah bebas daripada sebarang

kesalahan awam atau jenayah, tidak pernah disabit atau diadu, tidak pernah terlibat dengan mana-mana kesalahan yang melibatkan agensi luar seperti Pasukan Polis Diraja Brunei, Mahkamah Awam dan Syariah, Biro Kawalan Narkotik, Biro Mencegah Rasuah dan sebagainya.   Setiap pemohon akan menjalani Tapisan Keselamatan (Security Vetting) dan Ujian Air Kencing (UAK) yang akan dikendalikan oleh pihak ABDB.

Proses Pemilihan

Pemohon yang telah memenuhi syarat-syarat kategori dan kemasukan akan dipanggil bagi mengikuti Proses Pemilihan sepertimana yang dihuraikan di bawah ini.

1.       Ujian Ketahanan Jasmani. Setiap pemohon akan mengikuti ujian ketahanan jasmani seperti berikut:

a.       Ujian Renang yang mana setiap pemohon akan berenang sejauh 50 meter dengan menggunakan Gaya Bebas dan Kuak Dada.

b.      Ujian Individual Fitness Assessment (IFA) yang mana setiap pemohon akan berlari sejauh 2.4km dan diikuti dengan ujian statik bagi menguji kecergasan tubuh badan iaitu Heaving, Sit-Up and Push-Up dalam masa satu minit pada setiap ujian.

*Perlu diingatkan bahawa ujian IFA hanya akan dibuat oleh pemohon jika sekiranya pemohon tersebut lulus dalam ujian Renang.

2.         Ujian Bertulis.   Pemohon hendaklah lulus dalam ke semua ujian bertulis yang dikendalikan seperti berikut:

a.         Ujian Kemahiran Bahasa Melayu.

b.         Ujian Psikologi dan Literasi (Brunei Armed Forces Recruit Battery–BARB).

c.         Ujian Standard Score Grading (SSG).

3.       Pemeriksaan PULHEEMS.    Pemohon hendaklah lulus dalam pemeriksaan PULHEEMS yang dikendalikan oleh pihak Pusat Khidmat Kesihatan dan Perubatan.

4.     Temuduga dan Penilaian Akhir.   Pemohon akan ditemuduga oleh unit-unit Angkatan Bersenjata Diraja Brunei yang dilantik.   Penilaian kemasukan ke unit-unit Angkatan Bersenjata Diraja Brunei akan dibuat oleh Badan Temuduga Angkatan Bersenjata Diraja Brunei yang bersidang kemudian.

Pemohon yang LULUS secara keseluruhannya dan yang telah DISOKONG PENUH oleh Badan Temuduga Angkatan Bersenjata Diraja Brunei akan diserahkan kepada Kompeni Rekrut Institut Latihan Angkatan Bersenjata Diraja Brunei, Penanjong Garison bagi mengikuti Latihan Holding Platoon selama 02 hingga 03 minggu sebelum melaksanakan Latihan Asas Ketenteraan selama 06 bulan.

INTRODUCTION

Directorate of Administration and Manpower is the centre for management and administration of civil manpower as well as to provide support services to the Ministry of Defence in matters relating to Civilian administration, training and discipline, religious affairs and ex-servicemen affairs.


BRIEF HISTORY

Before Ministry of Defence was established, Directorate of Administration and Manpower (DAM) was formerly known as Force Civil Manpower Office (FCMO). In the 1970s, this department was head by a Force Civil Manpower officer and the main office was situated in Berakas Camp. The function of this department was to manage the administration matter concerning personnel in the Royal Brunei Malay Regiment.

In 1983, the post for Head of Force Civil Manpower was later known as Civil Secretary under the Superscale 'C' Group.

After independence and the establishment of Ministry of Defence in 1984, the Force Civil Manpower Office was administered by a Permanent Secretary. In 1986, the Force Civil Manpower Office was later changed into a Directorate and was renamed as Directorate of Policy and Administration (DPA). It was under the administration of a Director of Policy and Administration. The main office was situated at Istana Nurul Iman.

In 1988, two Permanent Secretary was later appointed in the Ministry of Defence. Then Directorate of Policy and Administration was renamed as Directorate of Administration and Manpower (DAM) until today. This directorate is under the administration of the Permanent Secretary (Administration and Finance). The main office is situated in the Ministry of Defence, Bolkiah Garrison.

 
MISSION

To manage civilians human resources and enable MINDEF to achieve
its strategic objectives.

ROLES

•    As an administration centre to manage the affairs of civil manpower
•    To coordinate development of civil manpower
•    To manage the financial matters for civil personnel of Ministry of Defence (MINDEF)
•    To provide manpower for the maintenance of environmental in site camps and          

      housekeeping services
•    Carry out recruitment and administration matters or contracted civilian technical professionals who perform maintenance works on Mindef and RBAF capabilities.
•    To manage documents and information storage (Archives)

JABATANARAH PENTADBIRAN DAN TENAGA MANUSIA

PENGENALAN

Jabatanarah Pentadbiran dan Tenaga Manusia merupakan satu pusat bagi pengurusan dan pentadbiran Sumber Tenaga Manusia Awam. Antara peranannya juga adalah memberikan bantuan perkhidmatan sokongan kepada Kementerian Pertahanan dalam hal-hal yang berhubungan dengan pentadbiran Awam, latihan dan disiplin, hal ehwal keagamaan dan hal ehwal pesara tentera.


SEJARAH RINGKAS

Sebelum Kementerian Pertahanan ditubuhkan, Jabatanarah Pentadbiran dan Tenaga Manusia (JPTM) sebelum ini dikenali sebagai Pejabat Kerahan Tenaga Awam (PKTM). Pada tahun 1970, Pejabat ini diketuai oleh seorang Pegawai Kerahan Tenaga Awam dan pejabat utama terletak di Perkhemahan Berakas. Antara peranan dan fungsi pejabat tersebut adalah bagi mengurus hal ehwal pentadbiran kakitangan awam yang berkhidmat di dalam Rejimen Askar Melayu Diraja Brunei.

Pada tahun 1983, jawatan bagi Ketua Kerahan Tenaga Awam kemudiannya dikenali sebagai Setiausaha Awam didalam tanggagaji kumpulan iaitu Superscale C.

Selepas kemerdekaan dan penubuhan Kementerian Pertahanan pada tahun 1984, Pejabat Kerahan Tenaga Awam ditadbir oleh seorang Setiausaha Tetap. Pada tahun 1986, Pejabat Kerahan Tenaga Awam kemudiannya diubah kepada satu Jabatanarah yang dikenali sebagai Jabatanarah Dasar dan Pentadbiran. Ianya ditabir oleh seorang Pengarah Dasar dan Pentadbiran dan Pejabat utama terletak di Istana Nurul Iman.

Pada tahun 1988, dua orang Setiausaha Tetap kemudiannya dilantik untuk berkhidmat di Kementerian Pertahanan. Jabatanarah Dasar dan Pentadbiran kemudian telah ditukar gelaran menjadi Jabatanarah Pentadbiran dan Tenaga Manusia (JPTM) sehingga sekarang dan ditadbir di bawah pentadbiran Setiausaha Tetap (Pentadbiran dan Kewangan). Pejabat utama pada masa ini terletak di bangunan Kementerian Pertahanan, Bolkiah Garison.


MISI

Mengurus Sumber Tenaga Manusia Awam dan membantu untuk mencapai objektif strategik Kementerian Pertahanan.


PERANAN

•    Sebagai satu pusat pentadbiran bagi mengurus hal ehwal tenaga awam
•    Untuk menyelaras pembangunan Sumber Tenaga Manusia Awam
•    Mengurus hal ehwal kewangan pegawai dan kakitangan awam di Kementerian  
      Pertahanan
•    Menyediakan perkhidmatan tenaga kerja awam bagi kerja-kerja pemeliharaan      
      kawasan di perkhemahan-perkhemahan dan perkhidmatan kebersihan

•    Menyalurkan sumber tenaga yang berkualiti tinggi bagi memenuhi keperluan strategik Kementerian Pertahanan.  (Biasiswa).

    Menjalankan pengambilan dan hal pentadbiran untuk professional teknikal awam yang dikontrak untuk melakukan kerja-kerja penyelanggaraan ke atas Mindef dan ABDB.

COLONEL PG AZMALI BIN PG HAJI MOHD SALLEH
Director Force Capability and Development

Colonel Pg Azmali bin Pg Haji Mohd Salleh is the current Director Force Capability Development, a position he has held since 16 December 2019. He was enlisted into the Royal Brunei Armed Forces in May 1989, he graduated from the Infantry Officer Cadet Course (IOCC) at Singapore Armed Forces Training Institute (SAFTI) in March 1991.

Throughout his career, Colonel Pg Azmali has held several appointments at which includes as the Infantry Platoon Commander at RBLF in 1991, the Communications Officer at Support Service RBAF from 1994 until 1998, Staff Officer Grade 3 and Staff Officer Grade 2 Communications at Directorate of Operations from 1998 until 2002, Head of Defence Information Technology (DITU) MINDEF from 2002 until 2005, Staff Officer Grade 1 Communications Information Systems (CIS) at Directorate of Operation from 2005 until 2007, Staff Officer Grade 1 Future Systems Capability Development at the Directorate of Defence Force Capability Development from 2007 until 2010, ADC to His Majesty the Sultan from 2010 until 2014, Staff Officer Grade 1 Joint Communications Information Systems (J6) at Joint Force Headquarters from 2014 until 2016 and Director of Logistic for the Ministry of Defence Brunei Darussalam from 2016 until 2019.

Throughout his service and to furnish himself with suitable knowledge and skills, Colonel Pg Azmali had the opportunity to attend various courses and studies within the country and abroad. Among courses and studies that he attended was the Bachelor of Science in Command and Control, Communications & Information Systems at Royal Military College of Science Shrivenham (RMCS) Cranfield UK in 1991, Regimental Signal Officer (RSO) at Warminster UK in 1994, Peak Performance in 1995, Overseas Signals Officer Communications Course at Blandford UK in 1997, Crypto Management at Racal College United Kingdom in 1998. He then pursued his Master of Science in Design Information Systems at Cranfield University (RMCS) UK in 2002, He further enhanced his knowledge and skill by attending Effective interpersonal Skill and Communications in 2003, Managing Organisation Change in 2004, Project Management Foundation Course at Defence Science & Technology Agency (DSTA) Singapore in 2006 and National Resilience Institute Indonesia (Lemhannas) in 2016.

In recognition for his service and with the consents of His Majesty The Sultan And Yang Di-Pertuan of Brunei Darussalam, Colonel Pg Azmali has been conferred with, The Most Honorable Order of Setia Negara Brunei 4th Class (PSB) in 2016 and the Most Honorable Order of Seri Paduka Mahkota Brunei 3rd Class (SMB) in 2018 as well as the Long Service and Good Conduct Medal (P.K.L dan P.B) in 2007.

Colonel Pg Azmali is happily married to Hajah Norkiah binti Pehin Orang Kaya Kesuma Dato Paduka Haji Ali and blessed with two daughters and two sons. He enjoys soccer, running, swimming and horse riding.

INTRODUCTION

Directorate of Logistics was established in November 1986. The Directorate is made up of a number of departments responsible for the full range of logistic activity:- supply, equipment support, housing and transport and movement.

The Directorate is responsible for formulating policy and Regulations such as Engineering, Materiel and Housing. In addition the Departments are involved in the day to day management of their respective systems covering topics such as management of UET, provision of Transport and Movements support, the provision and allocation of Housing, overseeing the Force wide repair process, as well as responsibility for the purchasing of SOP 20 items. As the managers of DEFLIS the Directorate is introducing a world class integrated logistic system which will provide a Force wide system giving us the capability to link unit QMs and LADs direct to Logistic Depots and Workshops. The purchasing of stores will become automated right from QMs and Stores Sections through to Logistic Depots and DFP. The approvals process for items such as SOP 20 equipment will also become automated.

Ensuring the effective operation of the Supply Chain through the accurate use of DEFLIS and Regulations is a major task, with a heavy involvement in unit FFRs and regular meetings with Service SO2 G4s. In the future this role is set to expand with the creation of a dedicated audit team with responsibility for ensuring that all logistic processes are fully understood and complied with.

The Directorate is also the focus for International Logistics. It is responsible for negotiating bilateral support arrangements such Memorandums of Understanding (MOU).

RBAF JOINT FORCE COMMANDER


Brigadier General (U) Dato Seri Pahlawan Mohd Sharif bin Dato Paduka Haji Ibrahim joined the Royal Brunei Armed Forces (RBAF) in February 1993 and was later commissioned in February 1994 after completing Initial Officer Training at the Royal Air Force (RAF) College, Cranwell in the United Kingdom. He later became one of the first few qualified pilots on the CASA CN235 after completing basic flying training with the Royal Brunei Air Force (RBAirF) and multi-engine flying training at RAF Cranwell. In 1999 he completed the Flying Instructor’s Course with the Republic of Singapore Air Force and returned to instruct on the CASA CN235 and the Pilatus PC7 MkII.  

Career highlights include being the first Commanding Officer of the Officer Cadet School (OCS), Defence Academy, Programme Manager at the Centre of Science and Technology Research and Development (CSTRAD) and as the RBAF’s first Defence Attaché in Washington D.C., USA. On return to Brunei he took up the post of Commander Operations Group, RBAirF and later Deputy Commander of RBAirF. Prior to taking up his current post in April 2019, he served as the Director of Intelligence, Ministry of Defence.

Staff training has included the Royal New Zealand Air Force Junior Staff Course in 2001, the Joint Services Command and Staff College, Shrivenham, UK in 2008, the National Defence College in New Delhi, India in 2014 and the Higher Defence Course in Spain in 2016. During his time in Shrivenham and New Delhi, he took the opportunity to complete an MA in Defence Studies from King’s College London and an MPhil in Defence and Strategic Studies from Madras University respectively.

He is married to Datin Noraidah binti Haji Ibrahim and they have two sons. He enjoys keeping fit by cycling and running.

ROYAL BRUNEI AIR FORCE COMMANDER

Brigadier General (U) Dato Seri Pahlawan Haji Hamzah bin Haji Sahat was appointed as Commander of the Royal Brunei Air Force on 15 August 2018, by the consent of His Majesty Sultan Haji Hassanal Bolkiah Mu'izzaddin Waddaulah ibni Al-Marhum Sultan Haji Omar 'Ali Saifuddien Sa'adul Khairi Waddien, the Sultan and Yang Di-Pertuan of Brunei Darussalam.

Brigadier General (U) Dato Seri Pahlawan Haji Hamzah was enlisted into the Royal Brunei Armed Forces in September 1988. In 1989, he graduated from the Initial Officer Training (IOT) at the Royal Air Force (RAF) Cranwell, United Kingdom where he also did his Basic Flying Training (BFT) in the same year. He then went on to do his Advanced Flying Training (AFT) at RAF Valley in 1990, and the Tactical Weapon Unit (TWU) at RAF Chivenor from 1990 to 1991.

On his return to Brunei, he flew the BO-105 helicopter from 1992-1997. In 1997, Brigadier General (U) Dato Seri Pahlawan  Haji Hamzah went to UK to do the Qualified Flying Instructor (QFI) course at RAF Topcliffe & RAF Linton on-Ouse. On completion of the course, he was instructing on the then newly introduced Pilatus PC-7 MKII in Brunei. He became the Flight Commander Fixed Wing (Flt Comd FW) and later became the Officer Commanding (OC) of the Flying Training School (FTS) in 2000.

In 2002, Brigadier General (U) Dato Seri Pahlawan Haji Hamzah attended the 6th Advanced Command & Staff Course (ACSC) at Joint Services Command & Staff College, UK where he graduated with the Master of Arts awarded by King’s College London. On his return to Brunei in 2003, he held the post of Staff Officer Grade 2 (SO2) Operation in the Royal Brunei Air Force. In 2005, he was posted to the Directorate of Operation at the Ministry of Defence as Staff Officer Grade 1 (SO1) Operation and was responsible for coordinating, planning and monitoring all RBAF operations. He was then posted back to the Royal Brunei Air Force in 2007 to take the post of the Commanding Officer (CO) of Operation Wing where he was responsible for all the operational flying assets in the Royal Brunei Air Force.  In 2010, he attended the National Defence College (NDC) in India and was conferred by the University of Madras, the Master of Philsophy (MPhil) with First Class in Defence and Strategic Studies.

On his return from India, Brigadier General (U) Dato Seri Pahlawan Haji Hamzah became the Chief of Staff (COS) of Joint Force Headquarters (JFHQ) from the end of 2010 to early Nov 2012. As COS, JFHQ, he was responsible in coordinating all the Joint Staff efforts in planning, executing and monitoring operations of RBAF and also combined operations with government agencies. This also included coordinating exercises with other armed forces. On 19 December 2014, he was appointed as Joint Force Commander of Royal Brunei Armed Forces.

On 15 August 2015, His Majesty the Sultan and Yang Di-Pertuan of Brunei Darussalam bestowed the Darjah Pahlawan Negara Brunei (P.S.P.N.B) Yang Amat Perkasa Darjah Pertama which caries the title Dato Seri Pahlawan.

HAJAH MARLIYANA BINTI HAJI ABDULLAH FUNG
Director of Development and Work Services

Hajah Marliyana binti Haji Abdullah Fung was appointed as the Director of Development and Work Services (DDWS) of the Ministry of Defence on January 2015. As the Director, her responsibility lies in leading the organization and convey organizational direction, values, policy and strategic objectives. She oversees the administration and management of DDWS and is also responsible for managing and administering Mindef & RBAF infrastructure development projects.

Right after graduating, she was enlisted into DDWS, Mindef as an Engineer in January 1992. She was the project officer for the planning and implementation of a major project; RBAF Lumut Camp. In her 24 years of service, she served in several appointments within DDWS, Mindef. Prior to her appointment as Director, she held the appointment of Assistant Director for 8 years where she led the DDWS management team and achieved the certification of ISO 9001 Quality Management System in 2009. She also led a team for the production of Mindef and RBAF Infrastructure Guidelines, which was officially launched on 13 June 2013. To add, she was also a Facilitator of DDWS Kumpulan Kerja Cemerlang (KKC).

She was appointed as the Executive Engineer in 2001 for the Head of Maintenance Work Services Section (now known as the Estate Maintenance Section), being actively involved with the improvements of RBAF camps maintenance system and was the Head of DDWS KKC project.

Hajah Marliyana attended the Brunei Executive Development Programme in Mindef in collaboration with Lee Kuan Yew School of Public Policy, National University of Singapore in 2008.

She received her secondary and pre-university education at Maktab Sains Paduka Seri Begawan Sultan. In 1988, she was awarded with a Government Scholarship to study Civil Engineering at the University of Leeds, England where she graduated with a Bachelor of Engineering with Honours in 1991. She is a Chartered Civil Engineer and attained membership to the Institution of Civil Engineers, UK on December 1998. She is also a member of Chartered Management Institute, UK since October 2015.

She has been conferred with State Decorations and Awards which include Pingat Indah Kerja Baik (P.I.K.B) for work merit, The Most Blessed Order of Setia Negara Brunei 4th Class (P.S.B) and Long Service Medal (P.K.L)

She is married to Haji Idris bin Haji Mohd Ali and has one son and two daughters. She enjoys travelling, cooking, piloxing, hi-lo toning and spending precious time with family.

BRIEF HISTORY
Before the Directorate of Development and Works Services (DDWS) was established in 1986, the Directorate was led by two main sections: Garrison Engineer (GE) and Project Liaison Officer (PLO). GE was responsible for maintaining all of RBAF estates, while PLO was responsible not only for planning but implementing new projects as well. After 1986, both sections were merged together to form the Directorate of Development and Work Services (DDWS).

ORGANISATION STRUCTURE
DIRECTORATE OF DEVELOPMENT AND WORK SERVICES (DDWS)






OVERVIEW
The Directorate of Development and Works Services (DDWS) is one of the nine (9) Directorates within the Ministry of Defence under the authority of the Permanent Secretary and is directly under the Deputy Permanent Secretary (Technology and Development). The Directorate is headed by a Director and supported by 2 Assistant Directors.

The Directorate has three sections namely Administration, Finance and Research & IT Section, Development Project Section, and Estate Maintenance Section. The total number of staffs is 165 personnel.

Administration, Finance and Research & IT Section is responsible for managing:
1.    General administration and training.
2.    Budget, payment and project monitoring & documentation.
3.    Research and  IT infrastructure & system.

Development Project Section is responsible for:
1.    Planning and implementing MINDEF infrastructure projects.
2.    Designing and preparing project cost estimates for budget application.
3.    Preparing tender documents and contracts.
4.    Coordinating and monitoring of projects from inception to completion.
5.    Preparing and verifying payments.

Estate Maintenance Section is responsible for:
1.    Planning and maintenance of buildings, facilities and mechanical & electrical (M&E) equipments within MINDEF.
2.    Providing technical advice and services to MINDEF.
3.     Preparing tender documents and contracts, and supervising the projects related to maintenance and term contracts.
4.    Providing assistance in MINDEF activities and events.
5.     Equipment write-off.



ACTIVITIES


Bureau Veritas Conducts Surveillance Audit on DDWS

The Directorate of Development and Work Services underwent a surveillance audit from 6 November 2019 to 7 November 2019. The audit was conducted by the certification company, Bureau Veritas. Bureau Veritas conducted the audit to grant the ISO 9001:2015 certification to DDWS back in December 2017. The audit was carried out first with the Management Representative and Top Management / Quality Management System of DDWS, before moving on to the Development Project Section, and Research and IT Unit. Over the two-day audit, the auditors also visited the Estate Maintenance Sections in Bangar Camp, Rimba Air Base, Tutong Camp, and Defence Academy, before holding a closing meeting on 7 November 2019.





POLITEKNIK BRUNEI STUDY VISIT TO SHHBIDSS, RBAF MUSEUM AND MRS

A total of twenty-seven (27) students undertaking a Diploma in Interior Design and their three (3) lecturers from the School of Science and Engineering from Politeknik Brunei performed a study visit to the Sultan Haji Hassanal Bolkiah Institute of Defence and Strategic Studies (SHHBIDSS), Royal Brunei Armed Forces (RBAF) Museum and Medical Reception Station (MRS) in the Bolkiah Garrison on the 1st October 2019. This visit is part of the Directorate of Development and Work Services’ cooperative efforts to provide learning experiences for the higher learning institutions in the country.

The study group was welcomed by the Director of SHHBIDSS, Muhd Shahrul Nizzam bin Umar, and DDWS Architect, Pg Jefri bin Pg Tajuddin, conducted the tour to present the green sustainable design concept of the Institute. The study group also visited the Royal Brunei Armed Forces Museum to observe the interior design and exhibits. The final location of the study visit was the Medical Reception Station where the industrial architect gave a briefing on the conceptual design of the new MRS Bolkiah, and how it evolved into the finished project. The group was met by the Chief Medical Officer, Col (Dr) Hj Awang Md Hafizul bin Hj Awang Hassan, at the end of their visit.




DDWS FAMILY DAY

MUARA, Friday, 6th September 2019 – The Directorate of Development and Work Services held their inaugural DDWS Family Day this afternoon at Muara Beach. The families of all the officers and staff of the Directorate were invited, culminating in an attendance of over 100 people. The event was a good opportunity to foster closer relationships between colleagues, allowing them to get to know each other and their families better. Games such as Guess the Weight, Catch the Dragon’s Tail, a mini tug-of-war tournament, a colouring contest, a mini-treasure hunt based on general DDWS knowledge, and a relay race involving coconut bowling, sorting sweets by colour and frog-jumping, were organized to entertain the children and encourage all participants to have fun and enjoy their precious time with their colleagues, friends and family. The event ended with the presentation of prizes for the games and a group photo to commemorate the occasion.





PUBLIC WORKS DEPARTMENT VISIT TO DDWS, MINDEF HQ

Members of the Public Works Department (PWD), Ministry of Development made a work visit to the Directorate of Development and Work Services (DDWS) on the 9th of July 2019. 

Upon arrival, the Director of Development and Work Services, Hjh Marliyana binti Hj Abdullah Fung, and Assistant Director 2, Dk Roselawati binti Pg Hj Halus, welcomed the twenty-two (22) visitors from all four (4) district branches, headed by the ex-Acting Director of Building Services, Hjh Mastura binti Hj Sulaiman, and Acting Director of Building Services, Hj Awang Azahar bin Hj Awang Adenan. 

In her welcoming speech, the Director of Development and Work Services explained the concept and advantages of integrated Facility Management (FM) contracts which DDWS is currently in the process of implementing across all Ministry of Defence and Royal Brunei Armed Forces estates. The work visit was conducted so the visitors may study DDWS’ management system and the techniques implemented by the Facility Management system in Bolkiah Garrison. 

The agenda ended with a visit to the FM Bolkiah office.




DDWS CELEBRATES HARI RAYA WHILE HONOURING PERSONNEL

On the 21st of June 2019, the Directorate of Development and Works Services celebrated Hari Raya Aidilfitri as a department at a hotel in Beribi. Hosted by the Estate Maintenance Sections of Penanjong Garrison and Muara Naval Base, the event allowed the members of the Directorate to come together and celebrate the month of Syawal. The event also commemorated the retirement of five (5) of our officers, Executive Engineer (Mechanical & Electrical) Abdul Shaib bin Hj Abdul Mumin, Engineer, Mohd Sofian bin Morni, Quantity Surveyor, John Wong Chi Ming, Electrician Grade 1, Md Idris bin Hj Nordin and Electrician, Goh Tee Hock.

The Directorate also used the opportunity to award the Excellent Employee Award to Project Officer, Nor A’uyun binti Hj Talib in Division II, Chief Technical Assistant, Dyg Hjh Noorzailahwathy binti Hj Lakim in Division III and Assistant Clerk, Hjh Rokiah binti Hj Matdaud in Division IV. This award is bestowed upon those whom the Directorate recognizes as highly dedicated to their work, which shows in the quality of their product and efficacy of their solutions.



DDWS STUDENTS WIN BEST CONCEPT

Three (3) Directorate of Development and Work Services officers were invited to Politeknik Brunei’s Architecture & Interior Design Exhibition on the 27th of April 2019 in the Airport Mall Atrium.

Architects, Pg Jefri bin Pg Tajuddin and Pg Nur Diyanah binti Pg Anak Hj Damit Baharuddin, and Senior Draftsman, Hjh Mas Suryana binti Mohammed Don mentored three (3) students of Architecture and Interior Design from Politeknik Brunei for three (3) months. During the exhibition, the officers were presented with certificates of appreciation for mentoring the students for their final year project. One of the students, Abdul Afiq ‘Izzuddin bin Hj Mardini, also won the prize for Best Concept, for his project to renovate a house in Jalan Maulana, Kuala Belait, into an Islamic Daycare.

This is part of the Directorate’s initiative that invites students to approach the Directorate to learn the skills of the trade, allowing the Directorate of Development and Work Services to act as a learning hub and partner with higher education institutions in Brunei Darussalam.




DDWS BIDS FAREWELL TO THREE (3) VALUED OFFICERS

The Directorate of Development and Works Services held an appreciation and farewell breakfast on Saturday, the 27th April 2019 to commemorate the retirement of three (3) of our valued officers. Executive Engineer (Mechanical & Electrical) Abdul Shaib bin Hj Abdul Mumin, Engineer, Mohd Sofian bin Morni and Quantity Surveyor, John Wong Chi Ming, retired early this year. As a token of appreciation and to send them off right, the Directorate pooled to present crystal plaques to the officers during their appreciation breakfast held at Seasons Restaurant, to thank them for their years of service. The Directorate wishes these officers luck with their future endeavours.





5th DDWS TEN PIN BOWLING TOURNAMENT 2019

The Directorate of Development and Work Services held their 5th DDWS Ten Pin Bowling Tournament on the 1st of March 2019. The two-day event was held at the Utama iBowl during the Friday afternoon MinDef sports sessions of the 1st of March 2019 and the 8th of March 2019. A total of 114 players spread over 17 teams – the highest turnout since the inaugural event in 2010. The last DDWS Ten Pin Bowling Tournament was held in 2017, hosted by the Estate Maintenance Section (EMS) Bolkiah.

The event brought together DDWS staff members stationed all over Brunei, from Lumut to Temburong, helping to foster a closer relationship among these colleagues that were regularly posted so far from each other. It provided an avenue of healthy competition as participants took to the lanes to practice before the tournament.

The tournament also provided an avenue of creativity as teams sought to win the prize for Best Dressed Team, which was ultimately won by the team, 7 Wonders. The prize for New Fashion Breakthrough was awarded to the team, Spinning Queens. The prize for Best Male Player was awarded to Ak Hj Khairus Syahidin bin Pg Hj Sasufidin while the prize for Best Female Player was awarded to Nur Hafidah bte Hj Mohd Said. The event culminated with the team, DA Strikers, walking home with the grand prize as the winning team for the 5th DDWS Ten Pin Bowling Tournament 2019.




DEPARTMENT OF CIVIL AVIATION VISIT TO DDWS HQ

The Department of Civil Aviation visited the Directorate of Development and Work Services on the 4th of March 2019.

The visitors were interested in studying the Directorate’s management system and techniques of the Facilities Management System currently being implemented in the Bolkiah Garrison. The nine (9) visitors, led by Executive Engineer, Pg Roslan Pg Haji Badaruddin, were greeted by Dk Roselawati binti Pg Hj Halus, the Assistant Director 2 of the Directorate who heads the Estate Maintenance Section.




BRUNEI POLYTECHNIC STUDY VISIT TO DEFENCE ACADEMY

Students undertaking their second year of study for a Diploma in Architecture conducted a study visit to the Defence Academy in Kg Tanah on the 24th of January 2019.

The students were interested in studying the design aspects of architecture at the Defence Academy and the RBAF Museum. The twenty (20) students, one (1) lecturer and three (3) Directorate of Development and Work Services (DDWS) attachment students visited the Parade Square, Surau, Ceremonial Hall, Auditorium, Library, Mess, Lecture Hall, Headquarters and Basic Obstacle Course of the Defence Academy. The visit was led by architect Pg Jefri bin Pg Tajuddin, who works with the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, 659 Major Hj Mohd Amin bin Awg Hj Mahmud.




ROYAL BRUNEI POLICE FORCE & DEPARTMENT OF DEVELOPMENT VISIT DEFENCE ACADEMY

Ten (10) personnel from the Royal Brunei Police Force (RBPF) and fifteen (15) personnel from the Department of Development (DoD), Public Works Department (PWD), Ministry of Development (MoD), visited the Defence Academy in Kg Tanah Jambu on the 15th of November 2018.

The visitors were interested in studying the Defence Academy as a model for a proposed new Police Academy for recruits and officers. They visited the Parade Square, Ceremonial Hall, Auditorium, Library, Mess, Accommodation Block, Lecture Hall, Headquarters and Basic Obstacle Course of the Defence Academy. The visit was led by Dyg Sabrina binti Hamidon, Assistant Director 1 of the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, 659 Major Hj Mohd Amin bin Awg Hj Mahmud.


BRUNEI POLYTECHNIC STUDY VISIT TO DEFENCE ACADEMY AND ROYAL BRUNEI ARMED FORCES MUSEUM

Students undertaking their final year of study for a Diploma in Architecture and a Diploma in Interior Design conducted a study visit the Defence Academy in Kg Tanah Jambu and the Royal Brunei Armed Forces (RBAF) Museum in Bolkiah Garrison on the 8th of October 2018.

The students were interested in studying the design aspects of architecture and interior design at the Defence Academy and the RBAF Museum. The forty-six (46) students and two (2) lecturers visited the Parade Square, Ceremonial Hall, Auditorium, Library, Mess, Accommodation Block, Lecture Hall and Headquarters of the Defence Academy, before making their way to Bolkiah Garrison to visit the RBAF Museum. The visit was led by architect Pg Jefri bin Pg Tajuddin, who works with the Development Project Section in the Directorate of Development and Work Services. Also present was the OC Admin of the Defence Academy, 659 Major Hj Mohd Amin bin Awg Hj Mahmud.

DDWS ISO 9001 QUALITY MANAGEMENT SYSTEM CERTIFICATION
The first certification of ISO 9001:2008 Standard Quality Management System was achieved by DDWS as early as 2009. The certification is awarded based on the management and implementation of MinDef projects, maintenance management of MinDef Estates, general administration and management of budget for DDWS. This multi-site certification applies to the DDWS HQ, Development Project Section, Estate Maintenance Section and its branches, as well as the Administration and Finance Section.

Meanwhile, the new certification of ISO 9001:2015 has just awarded in December 2017. This is based on the overall audit process and the outcome of the certification audit which concluded that DDWS has satisfactorily implemented standard requirements of ISO 9001:2015 and adopted process approach and risk based thinking in its quality management system. DDWS has established and maintained its management system in line with the requirements of the standard(s) and demonstrated the ability of the system to achieve requirements for products and/or services within the scope and the organization’s policy and objectives. The scope of certification includes: management of MinDef Infrastructure development projects; maintenance management of MinDef Estates; general administration of DDWS; management of budget for DDWS; and management of research, information technology and system for DDWS.

SYARAT-SYARAT KELAYAKAN DAN KEMASUKAN BAGI

PENGAMBILAN BAKAL PEGAWAI KADET LELAKI DAN WANITA

ANGKATAN BERSENJATA DIRAJA BRUNEI 

            Berikut adalah syarat-syarat kategori dan kemasukan bagi yang berminat untuk menceburi Kerjaya Tentera sebagai Bakal Pegawai Kadet Lelaki dan Wanita Pengambilan Pegawai Kadet Angkatan Bersenjata Diraja Brunei.

Syarat-Syarat Kategori

Pemohon yang berminat untuk menceburi kerjaya tentera hendaklah terdiri daripada dua kategori yang telah ditetapkan.

1.       Bagi Kategori A, syarat-syarat kemasukan adalah seperti berikut:

a.      Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam dan mempunyai Kad Pintar yang berwarna 'KUNING' sahaja.

b.      Pemohon hendaklah dilahirkan di Negara Brunei Darussalam.

c.       Tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).


2.      Bagi Kategori B, syarat-syarat kemasukan adalah seperti berikut:

a.     Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam.   Pemohon hendaklah mempunyai suratkuasa undang-undang negara bertulis mengenai dengan KERAKYATAN serta mempunyai Kad Pintar yang berwarna 'KUNING' sahaja.

b.      Pemohon hendaklah dilahirkan di Negara Brunei Darussalam

c.       Pemohon bukan tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).

d.      Pemohon hendaklah berugama Islam dan menurut adat resam Melayu.

e.      Pemohon dikehendaki untuk menghadapkan surat permohonan ke pihak ABDB beserta dengan risalah yang diperlukan bagi tindakan lanjut.


Syarat-Syarat Kemasukan

Pemohon yang berminat untuk menceburi kerjaya tentera mestilah memenuhi syarat-syarat kemasukan yang telah di tetapkan sepertimana yang dihuraikan di bawah ini.

1.      Taraf Kelamin. Pemohon hendaklah berstatus Bujang, belum pernah berkahwin dan tidak mempunyai anak.

2.     Umur.  Pemohon hendaklah berumur di antara 18 tahun sehingga 28 tahun 0 bulan 0 hari (semasa bermulanya tarikh Badan Penauliahan Angkatan Bersenjata Diraja Brunei dilaksanakan).

3.     Ketinggian Badan. Pemohon hendaklah mempunyai ketinggian 160cm (05 Kaki 03 Inci) bagi bakal Pegawai Kadet Lelaki dan 152cm (05 Kaki) bagi bakal Pegawai Kadet Wanita.

4.      Indek Jisim Tubuh (Body Mass Index). Pemohon hendaklah mempunyai keputusan Indek Jisim Tubuh antara 19 hingga 27.

5.     Kelayakan Akademik. Kelayakan minima bagi pemohon adalah Diploma Tertinggi Kebangsaan (HND) di dalam apa jua bidang yang diceburi. Kelayakan Akademik yang lebih tinggi adalah menjadi keutamaan seperti Sarjana Muda (Degree) dan Sarjana (Master).

6.    Tahap Kesihatan. Pemohon dikehendaki untuk mengisi Borang Deklarasi Kesihatan dan akan menjalani pemeriksaan kelayakan kesihatan sebelum mengikuti proses pemilihan awal.   Pemohon hendaklah sihat dan tidak cacat anggota, tidak mempunyai masalah kesihatan seperti penyakit kronik, masalah pernafasan, masalah jantung, masalah mental serta bekas kecederaan teruk seperti patah pada bahagian anggota tubuh badan dan sebagainya.   Tidak cacat pendengaran dan penglihatan serta tidak rabun warna.   Mempunyai tahap kesihatan gigi yang baik.

7.      Tapisan Keselamatan. Setiap pemohon hendaklah bebas daripada sebarang

kesalahan awam atau jenayah, tidak pernah disabit atau diadu, tidak pernah terlibat dengan mana-mana kesalahan yang melibatkan agensi luar seperti Pasukan Polis Diraja Brunei, Mahkamah Awam dan Syariah, Biro Kawalan Narkotik, Biro Mencegah Rasuah dan sebagainya.   Setiap pemohon akan menjalani Tapisan Keselamatan (Security Vetting) dan Ujian Air Kencing (UAK) yang akan dikendalikan oleh pihak ABDB.

Proses Pemilihan

Pemohon yang telah memenuhi syarat-syarat kategori dan kemasukan akan dipanggil bagi mengikuti Proses Pemilihan sepertimana yang dihuraikan di bawah ini.

1.       Ujian Ketahanan Jasmani. Setiap pemohon akan mengikuti ujian ketahanan jasmani seperti berikut:

a.       Ujian Renang yang mana setiap pemohon akan berenang sejauh 50 meter dengan menggunakan Gaya Bebas dan Kuak Dada.

b.      Ujian Individual Fitness Assessment (IFA) yang mana setiap pemohon akan berlari sejauh 2.4km dan diikuti dengan ujian statik bagi menguji kecergasan tubuh badan iaitu Heaving (bagi lelaki) / Pull Up (bagi wanita), Sit-Up and Push-Up dalam masa satu minit pada setiap ujian.

*Perlu diingatkan bahawa ujian IFA hanya akan dibuat oleh pemohon jika sekiranya pemohon tersebut lulus dalam ujian Renang.


2.      Ujian Bertulis. Pemohon hendaklah lulus dalam ujian bertulis iaitu Ujian Kemahiran Bahasa Inggeris dan Ujian Psikologi.

3.     Badan Penauliahan Angkatan Bersenjata Diraja Brunei.   Badan Penauliahan Angkatan Bersenjata Diraja Brunei merupakan satu badan yang bersidang dalam pemilihan Bakal Pegawai Kadet Lelaki dan Wanita yang dikendalikan dalam jangkamasa 04 hingga 05 hari.   Beberapa fasa akan dilaksanakan seperti Suitability For Training, Ability To Think Rationally and Critically, Ability To Lead.

4.    Pemeriksaan PULHEEMS. Pemohon hendaklah lulus dalam pemeriksaan PULHEEMS yang dikendalikan oleh pihak Pusat Khidmat Kesihatan dan Perubatan.


Pemohon yang LULUS secara keseluruhannya dan yang telah DISOKONG PENUH oleh Badan Penauliahan Angkatan Bersenjata Diraja Brunei akan mengikuti Latihan Pengenalan Awal dan tempoh Kursus Pegawai Kadet selama 52 minggu di Sekolah Pegawai Kadet Akademi Pertahanan Angkatan Bersenjata Diraja Brunei, Kampung Tanah Jambu.

SYARAT-SYARAT KELAYAKAN DAN KEMASUKAN BAGI

PENGAMBILAN BAKAL REKRUT WANITA

ANGKATAN BERSENJATA DIRAJA BRUNEI 

 Berikut adalah syarat-syarat kategori dan kemasukan serta proses pemilihan bagi yang berminat untuk menceburi Kerjaya Tentera sebagai Bakal Rekrut Wanita Angkatan Bersenjata Diraja Brunei.

Syarat-Syarat Kategori

Pemohon yang berminat untuk menceburi kerjaya tentera hendaklah terdiri daripada dua kategori yang telah ditetapkan.

1.         Bagi Kategori A, syarat-syarat kemasukan adalah seperti berikut:

a.         Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam dan mempunyai Kad Pengenalan Pintar yang berwarna 'KUNING' sahaja.
b.         Pemohon bukan dilahirkan di Negara Brunei Darussalam. Pemohon yang lahir di Luar Negara.
c.         Tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).

2.        Bagi Kategori B, syarat-syarat kemasukan adalah seperti berikut:

a.    Terdiri daripada rakyat KDYMM Paduka Seri Baginda Sultan dan Yang Dipertuan Negara Brunei Darussalam.   Pemohon hendaklah mempunyai suratkuasa undang-undang negara bertulis mengenai dengan KERAKYATAN serta mempunyai Kad Pintar yang berwarna 'KUNING' sahaja.
b.         Pemohon yang lahir di luar Negara.
c.         Pemohon bukan tergolong dalam tujuh Puak Jati Bangsa Melayu (Brunei, Tutong, Belait, Kedayan, Dusun, Murut dan Bisaya).
d.         Pemohon hendaklah berugama Islam dan menurut adat resam Melayu.
e.      Pemohon dikehendaki untuk menghadapkan surat permohonan ke pihak ABDB beserta dengan risalah yang diperlukan bagi tindakan lanjut.

Syarat-Syarat Kemasukan

Pemohon yang berminat untuk menceburi kerjaya tentera mestilah memenuhi syarat-syarat kemasukan yang telah di tetapkan sepertimana yang dihuraikan di bawah ini.

1.        Taraf Kelamin. Pemohon mestilah berstatus Bujang dan mestilah berstatus bujang, tidak pernah berkahwin/mengandung/melahirkan anak.

2.       Umur. Pemohon hendaklah berumur di antara 18 tahun sehingga 25 tahun 0 bulan 0 hari (semasa tarikh mengangkat sumpah BAF 51).

3.        Ketinggian Badan. Pemohon hendaklah mempunyai ketinggian minima 152cm (05 Kaki).

4.        Indek Jisim Tubuh (Body Mass Index). Pemohon hendaklah mempunyai keputusan Indek Jisim Tubuh antara 19 hingga 27.

5.        Kelayakan Akademik. Pemohon hendaklah mempunyai kelulusan seperti berikut:

a.         Minima 2 Kredit (Gred A, B atau C) Sijil Am Pelajaran Brunei-Cambridge Peringkat Biasa 'O' Level di dalam apa sahaja mata pelajaran.

b.        BTEC Level 2  Extended Certificate atau BDTVEC Skill Certificate 2 atau ISQ (Industrial Skill Qualification) atau NTC 2 (National Trade Certificate) atau yang sebanding dengannya.

c.        Kelulusan akademik yang lebih tinggi adalah menjadi satu kelebihan.

6.      Tahap Kesihatan. Pemohon dikehendaki untuk mengisi Borang Deklarasi Kesihatan dan akan menjalani pemeriksaan kelayakan kesihatan sebelum mengikuti proses pemilihan awal.   Pemohon hendaklah sihat, tidak cacat anggota dan tidak mempunyai masalah kesihatan seperti penyakit kronik, masalah pernafasan, masalah jantung, masalah mental serta bekas kecederaan teruk seperti patah pada bahagian anggota tubuh badan dan sebagainya.   Tidak cacat pendengaran dan penglihatan serta tidak rabun warna.   Mempunyai tahap kesihatan gigi yang baik.

7.        Tapisan Keselamatan. Setiap pemohon hendaklah bebas daripada sebarang kesalahan awam atau jenayah, tidak pernah disabit atau diadu, tidak pernah terlibat dengan mana-mana kesalahan yang melibatkan agensi luar seperti Pasukan Polis Diraja Brunei, Mahkamah Awam dan Syariah, Biro Kawalan Narkotik, Biro Mencegah Rasuah dan sebagainya.   Setiap pemohon akan menjalani Tapisan Keselamatan (Security Vetting) dan Ujian Air Kencing (UAK) yang akan dikendalikan oleh pihak ABDB.

2.         Ujian Bertulis.   Pemohon hendaklah lulus dalam ke semua ujian bertulis iaitu Ujian Kemahiran Bahasa Melayu dan Ujian Psikologi.

3.         Pemeriksaan Pergigian.   Pemeriksaan pergigian hendaklah sihat (Fit Dental). Pemeriksaan dan keputusan ini diperiksa dan disahkan oleh Pegawai Perubatan ABDB.

4.       Pemeriksaan PULHHEEMS.    Pemohon hendaklah lulus dalam pemeriksaan PULHHEEMS yang dikendalikan oleh pihak Pusat Khidmat Kesihatan dan Perubatan.

5.     Temuduga dan Penilaian Akhir.   Pemohon akan ditemuduga oleh unit-unit Angkatan Bersenjata Diraja Brunei yang dilantik.   Penilaian kemasukan ke unit-unit Angkatan Bersenjata Diraja Brunei akan dibuat oleh Badan Temuduga Angkatan Bersenjata Diraja Brunei yang bersidang kemudian.

Pemohon yang LULUS secara keseluruhannya dan yang telah DISOKONG PENUH oleh Badan Temuduga Angkatan Bersenjata Diraja Brunei akan diserahkan kepada Kompeni Rekrut Institut Latihan Angkatan Bersenjata Diraja Brunei, Penanjong Garison bagi mengikuti Latihan Holding Platoon selama 02 hingga 03 minggu sebelum melaksanakan Latihan Asas Ketenteraan selama 03 bulan.
